Description
SAIC is seeking a Space and Ground Systems Engineer with technical and programmatic expertise in government satellite systems acquisitions. In this role you will provide expert advice and manages systems engineering processes and implementation for SIGINT-developed collection systems, including space vehicle and associated ground command and control elements. The position will be located in Chantilly, VA and requires an active TS/SCI with Polygraph.
Responsibilities include, but are not limited to:
- Manage and develop requirements from higher level Enterprise governing documents to the Segment level.
- Support transition of specification management activities into an appropriately scoped and purposed MBSE framework.
- Understand MBSE model development in support of systems engineering objectives and program milestones.
- Identify and assess segment-level impacts of new capabilities, including across specification, internal and external interfaces, and facilitate integration into the current program baseline.
- Support development of SIGINT-level architectures and integration of new capabilities.
- Support customer in CONOP development.
- Coordinate with other acquisition offices to ensure "end to end" acquisitions that reflect sound systems engineering practices.
- Support customer design review, providing technical insight to evaluate developer design.
- Manage external interface definition and coordination of changes with external stakeholders and developer.
- Review acquisition documentation required for a competitive source selection to ensure compliance with system-level requirements.
- Support processes to track and report progress on enterprise level actions.
- Review artifacts and briefings in support of critical oversight reviews to include NRO Acquisition Board (NAB), Acquisition Strategy Councils (ASC), Contract Review Panels (CRP), and Quarterly Program Reviews (QPR).
- Provide technical insight to evaluations of developer proposals.
- Review complex technical design documentation and provide formal and informal feedback to the COTR and other customer personnel.
- Liaise with mission analysis and technical requirements teams to ensure completeness across the acquisition.
Qualifications
Required qualifications
- Active TS/SCI clearance with Polygraph.
- Bachelor's degree in STEM (science, technical, engineering, math) or related discipline and 9 years or more experience, Master's degree and 7 years or more experience, PhD and 4 years or more experience.
- Experience in multiple aspects of the program systems engineering lifecycle to aid the customer in operations formulation, requirements definition, analysis and engineering, architecture development, and acquisition of current and future programs
- Experience in NRO, IC, and DoD acquisition and program management processes.
- Knowledge in modern model-based system engineering (MBSE) for requirements management.
- Technical of satellite systems and architectures.
- Working knowledge of government budget requirements.
- Sound understanding of contracting regulations.
Desired qualifications:
- Advanced Engineering degree.
- Program Management Professional (PMP) or equivalent certification.
- Previous SIGINT experience.
- Insight into mission utility of program office systems and interfaces to external components.
