Job Description:

The Project Manager is responsible to serve as the primary contact with regard to services who will have the authority to act on behalf of the Contractor in matters pertaining to the implementation services, matters pertaining to the receipt and processing of Support Requests and the Support Services.

  • Serve as the primary point of contact with the regarding the services and implementation.
  • Have the authority to act on behalf of the contractor in all matters related to:
    • Project implementation
    • Processing of support requests
    • Delivery of support services
  • Work directly with the General Manager and participate in Executive Steering Committee meetings.
  • Be responsible for maintaining project alignment with State expectations and timelines.
  • Ensure deliverables such as monthly, bi-monthly, and biannual status reports are submitted.
  • Provide leadership for IV&V activities, including monitoring deliverables, adherence to project schedules, risk identification, and mitigation.
Qualifications:
  • Proven experience managing large-scale Independent Verification and Validation (IV&V) projects, ideally for state or federal child welfare systems (e.g., CCWIS, MiSACWIS).
  • Strong background working with:
    • Agile and hybrid project delivery models
    • SUITE (State Unified IT Environment) methodologies or equivalent (e.g., PMBoK, CMMI)
  • Direct experience engaging with government stakeholders and navigating government reporting structures.
  • Demonstrated ability to manage multiyear, modular IT initiatives across system development life cycles.
  • Familiarity with technical infrastructure assessments, performance reporting, and organizational readiness evaluations.
Skills:
  • Leadership and Communication: Excellent verbal and written communication; ability to report and present findings to executive-level stakeholders.
  • Project Planning & Monitoring:
    • Ability to create and manage IV&V project plans, schedules, communication protocols, and performance metrics.
    • Risk and issue management expertise including escalation planning and mitigation.
  • Analytical and Reporting:
    • Strong skills in reviewing documentation, tracking deliverables, assessing technical and managerial performance.
    • Preparation of detailed reports covering risk, compliance, testing, system performance, and change management.
  • Technical Aptitude:
    • Understanding of cloud infrastructure, data modeling, Salesforce platform constraints, and software performance evaluation.
  • Tools & Methodologies:
    • Proficient in tools for performance tracking, testing oversight, documentation, and stakeholder reporting.
    • Ability to align with SUITE PMM/SEM standards or propose equivalent best-practice frameworks.
