Job Title: Proposal Director
Location: Remote
Position Overview
The Proposal Director is responsible for leading and managing the full lifecycle of federal, state, and local government proposals. This role will oversee proposal development teams, establish best practices, and ensure the timely delivery of compliant, compelling, and competitive proposals that align with corporate growth objectives. The Proposal Director will collaborate with capture managers, business development, and subject matter experts to position the company for successful contract awards.
Key Responsibilities
- Lead and manage all phases of the proposal development process, including RFI/RFQ/RFP responses, oral presentations, and written submissions.
- Direct proposal planning, scheduling, and resource allocation to ensure timely and high-quality deliverables.
- Establish and enforce proposal management processes, templates, and compliance standards based on industry best practices (e.g., Shipley, APMP).
- Collaborate with Capture Managers and Business Development teams to shape win strategies and ensure alignment with customer requirements.
- Develop and manage proposal content, storyboards, color team reviews, and compliance matrices.
- Oversee proposal production, editing, and submission in compliance with solicitation instructions.
- Mentor, train, and manage a team of proposal managers, coordinators, and writers.
- Track, measure, and report on proposal performance metrics, lessons learned, and continuous improvements.
- Partner with executive leadership to prioritize bids and allocate proposal resources strategically.
- Ensure strict adherence to confidentiality, ethical standards, and security requirements throughout the proposal process.
Qualifications
- Bachelor s degree in Business, Communications, English, or related field (Master s preferred).
- 10+ years of experience in proposal management, with at least 5 years in a leadership role supporting U.S. government contracts.
- Strong understanding of the federal acquisition process, FAR/DFARS, and government contracting requirements.
- Expertise in leading large, complex, multi-volume proposal efforts.
- Exceptional organizational, leadership, and project management skills.
- Proficiency with proposal management tools (e.g., SharePoint, Privia, MS Office Suite, Adobe).
- APMP certification or Shipley training strongly preferred.
- Ability to work under pressure, manage multiple deadlines, and lead diverse teams in a fast-paced environment.
