Job Title: Mobile Application Developer
Location: San Francisco, CA (Hybrid Onsite meetings/workshops required; remote allowed for most tasks)
Duration: 3 Years


Job Summary:

A government-affiliated organization is seeking an experienced Mobile Application Developer or development team to redesign, develop, deploy, and support two mobile applications a public-facing app and an internal-use operations app. This long-term engagement focuses on modernizing the mobile user experience, enhancing security, and improving operational efficiency. The ideal candidate or team should bring a strong background in native iOS/Android development, cybersecurity compliance, and user-centered design.


Key Responsibilities:

< class="" data-start="954" data-end="995">Phase I: Strategy & Requirements</>
  • Conduct stakeholder interviews and user workshops.

  • Identify key user personas, workflows, and security needs.

  • Deliver a comprehensive Mobile App Strategy & Roadmap.

< class="" data-start="1168" data-end="1204">Phase II: Design & Planning</>
  • Redesign the existing public-facing app and plan the architecture for the new internal-use app.

  • Produce intuitive wireframes, usability narratives, and UX documentation.

  • Develop a prioritized product backlog and manage it using Jira.

< class="" data-start="1446" data-end="1490">Phase III: Development & Deployment</>
  • Build both iOS and Android apps using an Agile sprint-based approach.

  • Integrate third-party services and APIs such as parking, food ordering, and internal systems.

  • Deploy apps via public app stores and enterprise internal distribution channels.

  • Provide thorough source code documentation and access to analytics tools.

< class="" data-start="1819" data-end="1856">Phase IV: Testing & Roll-Out</>
  • Develop and execute robust test plans (unit, integration, regression).

  • Conduct A/B testing and validate app performance post-deployment.

  • Collaborate on promotional strategies and run pilot user testing.

< class="" data-start="2067" data-end="2106">Phase V: Maintenance & Support</>
  • Provide ongoing maintenance and after-hours support for 1 year.

  • Implement app updates and address bug reports promptly.


Required Qualifications:

  • At least 3 years of experience (within the last 5 years) building native mobile apps (iOS and Android) for large enterprises (1,500+ employees).

  • Proven experience in mobile product strategy and vision setting.

  • Strong knowledge of Apple Human Interface Guidelines, Google Material Design, and Agile methodologies.

  • Expertise in developing and integrating APIs.

  • Familiarity with cybersecurity frameworks (e.g., NIST, Secure by Design, Azure Entra ID).

  • Experience using automated testing and regression testing tools.


Preferred Qualifications:

  • Experience working with government, transportation, or public sector organizations.

  • Familiarity with PCI-DSS compliance for in-app payments.

  • Integration experience with platforms such as Firebase, FlySFO.com, and SFOConnect.

  • Understanding of Apple App Clips and enterprise app deployment practices.

  • Knowledge of data privacy regulations (GDPR, CCPA, CPRA).


Additional Information:

  • Education: Bachelor s degree in Computer Science or related field (preferred).

  • Security Requirements: Must be able to pass a federal-level background check and security badging process.

  • NDA Requirement: Signing of a confidentiality agreement may be required.

  • Location Preference: Local to the Bay Area preferred; all travel must comply with federal GSA CONUS rates.
