Job Title: .NET Web Developer III
Location: Madison, WI (Hybrid 60% Remote / 40% Onsite, weekly)
Work Arrangement:
This position follows a hybrid work model, with approximately 60% remote and 40% onsite work each week. New contractors are required to start onsite for a five-day orientation/onboarding.
The State of Wisconsin Department of Natural Resources (DNR), IT Custom Application Development Section, is seeking two (2) experienced .NET Web Developer III professionals. This role involves designing, developing, testing, implementing, and maintaining custom applications in a Microsoft .NET environment, along with Oracle database development. The developer will support both new application development and enhancements or maintenance of existing systems in alignment with agency priorities.
Key Responsibilities:
Application Development & Support
- Design, develop, enhance, and maintain custom web, batch, API, and reporting applications using Microsoft .NET technologies.
- Apply secure coding practices, accessibility standards, and DNR development best practices.
- Support application maintenance, troubleshooting, and issue resolution.
- Participate in redesign and modernization of legacy applications.
Database & Integration
- Design, develop, and maintain Oracle database components including SQL, stored procedures, and performance tuning.
- Ensure data accuracy, performance, scalability, and security.
- Understand and manage application interactions across DNR systems and third-party technologies.
Agile & SDLC Participation
- Follow the Systems Development Life Cycle (SDLC) and Agile/Scrum methodologies.
- Participate in sprint planning, daily standups, reviews, and retrospectives.
- Analyze requirements, estimate tasks, and contribute to project timelines.
Testing, Deployment & Documentation
- Perform and document functional and non-functional testing using DNR-approved tools.
- Manage source code, branching, and deployments using Azure DevOps.
- Create and maintain technical documentation to support ongoing operations and maintenance.
- Provide support during user acceptance testing (UAT).
Required Skills & Experience:
- 8+ years of advanced application development experience using Microsoft .NET Framework.
- 8+ years of coding experience with C#, MVC, JavaScript, and Bootstrap.
- 8+ years of experience developing applications with Oracle databases, including SQL and stored procedures.
- 6+ years of experience applying accessibility and security standards to custom applications.
- 4+ years of experience using Azure DevOps for work item tracking, version control, and deployments.
- Strong experience with Visual Studio and object-oriented design principles.
- Experience developing Web APIs.
- Experience with Power BI for reporting.
- Excellent problem-solving, communication, time management, and collaboration skills.
Preferred / Nice-to-Have Skills:
Prior experience working with DNR or another government agency.
Experience with Microsoft tools such as SharePoint, Teams, Word, and Excel.
Experience with GIS technologies, especially Esri JavaScript APIs.
Familiarity with IT infrastructure and enterprise application environments.
Interview Process:
1st Round: 60-minute in-person interview followed by a technical exam (up to 30 minutes)
2nd Round: 60-minute in-person interview
