Job Details

Primary Talent Partners has a new contract opening for an Technical Program Manager II with our telecommunications client in Houston, TX. This is a 9-month contract with a potential for extension.

Pay: $55.00 - $75.00/hr; W2 contract, no PTO, no Benefits. ACA-compliant supplemental package available for enrollment.

Travel: This may be needed on occasion for special meetings in the Houston office.
Expenses: Internet if 100% remote

Description:
As a Technical Program Manager II, you'll join our Data & Digital team helping us lead, design and build our digital transformation and define what's next for our business, while working in an organization that's continuously investing in data and systems. You will be part of the technical program management team leading and driving execution for some of the organization's medium to large initiatives, creating tight collaboration between engineering and product, and improving our ways of working. You will be focused on managing programs aligned to our organization's strategies, creating new capabilities, and continuing our focus to bring the most value to our customers.

Responsibilities:

  • Leverage technical expertise to develop thorough integrated program plans with key milestones and outcomes: project plans, timelines, milestones, financial management, performance metrics, and/or resource needs for complex programs
  • Manage integrated program plans, identify and mitigate risks, solve for dependencies, remove impediments, and ensure timely and smooth program delivery
  • Communicates the program status and risk to relevant stakeholders and holds them accountable for following the established schedule, risk mitigation plans, and processes.
  • Support development of technical program standards, governance and framework to ensure delivery predictability and consistency
  • Manage budgets, schedules, scope, resource utilization, risks and risk mitigation plans, issues, and delivery to plan for the program
  • Collaborate with Product Managers, Architecture, Data Management, and Engineering to define and deliver program OKRs
  • Partner with teams such as Product, Engineering, Architecture, Data Management, Business stakeholders and executive leadership-to ensure communication and alignment across teams and to foster collaboration
  • Operate across teams using the appropriate frameworks to close gaps, remove blocking issues, and ensure successful delivery of major initiatives.
  • Define program charter and program playbook to clearly define the roles and responsibilities of individual parties in the program
  • Participate in defining RFP, reviewing responses to RFP, vendor selection SOW review as well as SOW management
  • Conduct program evaluations, including capturing relevant, timely feedback and incorporating successes and areas for improvement into future iterations of the programs. Partnering with the program leads and to determine success metrics and measure impact of each program over time
  • Bring in the latest innovative thinking and ideas from the Agile community to increase agility, leveraging lean, scrum, Kanban, and other agile principles

Education Qualifications:

  • Bachelor s Degree in Arts/Sciences (BA/BS) in a technical discipline (preferably in Computer Information Systems, engineering or computer science) - Required
  • Master s degree in Arts/Sciences (MA/MS) or MBA - Preferred

Licenses and Certifications:

  • Cloud Certification in AWS or Azure Preferred
  • Certification in Agile Scrum methodologies Preferred

Experience Qualifications:

  • 5+ Years of experience in software development, technology program management and program implementation Required
  • 0 - 2 complex transformational programs Required
  • Experience with cloud computing (AWS, Google Cloud and Azure), online services, externalizable APIs, enterprise software development, engineering and associated operations at scale, application security

Required:

  • Experience in conceptualizing, designing and delivery of engineering outcomes & program launches across cross functional teams and domains Required
  • Experience co-creating and owning technical program roadmap, strategy, and definition Required
  • Experience in forecasting agile programs based on velocity and demand Required
  • Experience in multiple end to end implementation of large and complex technical (software) programs
  • Experience facilitating cross project or program trade-off decisions Required
  • Strong stakeholder management, analytical, project management, and creative problem-solving skills.
  • Experience with program delivery in a mix of agile models as well as waterfall Required
  • Demonstrated experience in identifying cross dependencies, critical path and using this to prioritize and plan programs
  • Demonstrated ability to drive resolution of complex issues, across multiple vendors and internal teams

Skills and Abilities:

  • Drive decisions when difficult tradeoffs must be made; serve as role model for navigating problems with analytical approach and calming demeanor
  • Maintains an awareness of changing organizational conditions and their impact to strategic objectives, using knowledge to adapt and evolve their approach.
  • Demonstrates maturity and ability to communicate at all levels of the company
