MITRE's CENTCOM | SOUTHCOM | JOINT STAFF OPERATIONS Department is seeking a highly motivated, skilled and proven task leader to join our team in support of the Department of Defense's (DoD) national and nuclear command, control, and communications (NC3) capabilities. The successful candidate will work collaboratively with the Joint Staff J3 and other stakeholders to evaluate, analyze, and enhance the operational and technical performance of the C3 enterprise in the context of current and emerging threats, as well as evolving Concepts of Operations (CONOPs). This role requires expertise in operational assessments, technical reviews, architecture development, and stakeholder engagement.

Role Responsibilities:
  • Operational and Technical Assessments (25%):
    • Conduct independent and collaborative analyses of the DoD's C3 enterprise, including systems, networks, processes, and procedures.
    • Identify gaps and shortfalls in the performance of the Chairman's C2 support mission and propose mitigations to address these deficiencies.
    • Evaluate the operational impacts of C2/C3 gaps and shortfalls within the National Military Command System (NMCS) and its subordinate components.
  • Architecture Development (25%):
    • Assist in the development of Joint Capabilities Integration and Development System (JCIDS) documentation, including key artifacts and architectures, to effectively capture operational requirements.
    • Establish a robust analytical foundation to inform operational requirements and support future capability investments.
  • Governance and Planning (25%):
    • Conduct comprehensive technical reviews of C2/C3 governance documents to ensure alignment with operational objectives.
    • Define technical approaches for developing and executing the NMCS Level-three Plan and annexes.
    • Participate in Technical Exchange Meetings and other collaborative forums to engage stakeholders and refine strategies.
  • Interoperability and Collaboration (25%):
    • Support joint, interagency, and coalition interoperability efforts, including the development of CONOPs, tactics, techniques, and procedures (TTPs), business processes, data models, and mission and threat analyses.
    • Collaborate with stakeholders to enhance interoperability and ensure alignment with Chairman's C2 programs, initiatives, and efforts.

Note: position is sponsor-facing with a requirement to be on site 4 days a week, with workspace provided in the Pentagon.

Basic Qualifications:
  • Typically, a BS or M.S. in Operations Research, Computer Science, Electrical Engineer, or Mathematics and 10 years of experience in NC3 or related field; or combination or education and related experience.
  • Active Top Secret clearance with the ability to obtain and maintain a TS/SCI
  • Strong analytical skills with experience in operational and technical assessments of command and control (C2)/C3 systems.
  • Familiarity with the Joint Capabilities Integration and Development System (JCIDS) and related documentation processes.
  • Knowledge of the National Military Command System (NMCS) and its components.
  • Ability to identify gaps and shortfalls in operational performance and propose effective mitigations.
  • Experience in developing CONOPs, TTPs, and business processes to support joint, interagency, and coalition interoperability.
  • Strong verbal and written communications skills with the ability to engage stakeholders in technical forums and meetings.
  • Background in mission and threat analysis for C2/C3 programs and initiatives.
  • This position requires a minimum of 4 days a week on-site.

Preferred Qualifications:

  • Masters or PhD in OR, CS, EE or Mathematics and 15 years' experience in NC3 or related field
  • Active TS/SCI
  • Experience working with the Joint Staff or other DoD organizations.
  • Technical expertise in systems engineering, network analysis, or related fields.
  • Familiarity with emerging threats and evolving operational concepts in the C3 domain.
