About the Role

Redhorse transforms the way government uses data and technology. This role is crucial to our mission, contributing directly to the Department of the Air Force's (DAF) sustainability goals. As Installation Energy Program Manager (IEPM), you will be instrumental in developing and implementing DAF-wide energy strategies, ensuring compliance with regulations, and driving impactful energy savings initiatives. You will work with senior leadership and stakeholders across multiple organizations, playing a critical role in shaping the future of energy management within the Air Force.

Key Responsibilities

  • Coordinate, consolidate, develop, and maintain IEPM governance and program documentation (e.g., DoDIs, DAFIs, policies, DAFPDs, DAFPAM, handbooks, procedures, DoD and DAF Strategic Sustainability Performance Plans, Enterprise Energy Information Management, etc.).
  • Develop and maintain strategic and installation-level energy plans, action plan recommendations, and issue resolution action plans under AF/A4C and SAF/IEE program management oversight.
  • Provide detailed updates to leadership and stakeholders, preparing and presenting associated meeting materials (e.g., slides, after-action reports, minutes).
  • Conduct research and analysis on energy topics and priority programs (e.g., Energy as a Service, energy assurance, and resiliency), recommending DAF implementation strategies.
  • Develop and maintain CE enterprise-level policy and program guidance for incorporating AF Industrial Control Systems (ICS) and Energy Assurance initiatives into the DAF metering program.
  • Analyze and assess direct and third-party funding requirements to achieve facility energy strategy objectives and recommend adjustments.
  • Manage all aspects (reviewing, filtering, assigning, integrating/consolidating, coordinating, tracking, packaging, etc.) of AF/A4C and SAF/IEE Congressional task responses.
  • Develop, coordinate, and facilitate annual Congressional reports and associated program documents (e.g., budget, Bullet Background Papers (BBPs), Staffer Day briefs, Justification Books, and annual reports to Congress).
  • Provide policy, strategy, and oversight support for IEPM sub-programs (e.g., CARM, Installation Operational Program, ESPC, UESC, facility metering and AMRS, CFE solutions and PPA programs, ERCIP, etc.), developing and tracking reports.
  • Coordinate with facility energy stakeholders (e.g., AFIMSC and AFCEC) and industry partners to implement protective actions, analyze risk, and implement management activities based on threat, vulnerability, and consequence analysis.
  • Advocate for IEPM resources, ensuring adequate funding and alignment with DAF strategic objectives.
  • Track and analyze compliance trends in Management Internal Control Toolset (MICT) communicator/checklists related to Energy DAFIs.
  • Execute the Air Force Energy Readiness and Resiliency Exercise (ERRE) Program, establishing policy, program goals, and reporting requirements.
  • Monitor and track NexGen IT Energy Module deployment, analyzing trends, and developing mitigation plans.
  • Coordinate with AF/A4C and AFIMSC on staffing actions for approving energy opportunities.
  • Provide oversight for DAF energy and water programs, including facility and industrial process energy, utility metering, and water use management.
  • Assess program progress and compliance, identifying program gaps and making recommendations.

Required Experience/Clearance

  • Bachelor's degree in Engineering, Business Administration, or a related field.
  • Minimum of 10 years of experience in program management, preferably within the Department of Defense.
  • Proven experience developing and implementing energy efficiency programs.
  • Strong understanding of federal acquisition regulations and budgeting processes.
  • Excellent written and verbal communication skills, including experience preparing presentations and reports for senior leadership.
  • with a Secret US government clearance. Applicants who are not s and who do not have a current and active Secret security clearance will not be considered for this role.

Desired Experience

  • Experience with DoD and Air Force energy-related policies and regulations.
  • Experience with Energy Savings Performance Contracts (ESPC) or Utility Energy Service Contracts (UESC).
  • Familiarity with Industrial Control Systems (ICS) and Energy Assurance initiatives.
  • Experience with Congressional reporting and stakeholder engagement.
  • Master's Degree in a relevant field.
