Job Title: Senior Software/Application Developer (Engineer, Computer III, EC3)
Location: Philadelphia, PA (On-site/Hybrid)
Clearance: Active DoD Secret Clearance (or ability to obtain)
Citizenship: U.S. Citizenship Required
Position Summary:
We are hiring three experienced Senior Software/Application Developers to lead the development and optimization of enterprise-level IT Service Management (ITSM) solutions supporting U.S. Navy operations. These roles involve designing and building secure, scalable software systems, automating workflows, and integrating complex backend services that streamline and enhance Navy IT service delivery.
Successful candidates will have a strong background in enterprise application development, modern DevSecOps practices, and ITSM platforms such as ServiceNow or Remedy.
Key Responsibilities:
- Design, develop, and deploy ITSM workflows, automation scripts, and service portals to support Navy-wide IT operations.
- Architect and build robust backend services, RESTful APIs, and application logic to power enterprise-scale platforms.
- Gather and refine technical and functional requirements from stakeholders and end-users, translating them into actionable development tasks.
- Implement CI/CD pipelines and DevSecOps best practices, ensuring secure, rapid, and repeatable application deployments.
- Identify and resolve software bugs, integration issues, and performance bottlenecks, supporting both new development and legacy system improvements.
- Create and maintain technical documentation, SOPs, user guides, and test plans to support system accreditation and long-term maintenance.
Minimum Qualifications:
- Bachelor s degree in Computer Science, Information Technology, Software Engineering, or a related discipline.
- 10+ years of software development experience, with a focus on enterprise application development and system integration.
- Demonstrated experience developing and supporting ITSM platforms such as ServiceNow, BMC Remedy, or equivalent.
- Proficient in software development languages such as JavaScript, Python, Java, or C#, and scripting for automation (e.g., PowerShell, Bash).
- Solid understanding of secure software development principles, API integration, and backend service architecture.
- Must meet DoD Cybersecurity Workforce (CSWF) baseline certification requirements (e.g., Security+, CISSP, or equivalent).
Preferred Qualifications:
- Hands-on experience with ServiceNow development, including Flow Designer, Catalog Items, Business Rules, and Custom Applications.
- Experience working with federal or DoD IT systems, including adherence to cybersecurity, RMF, and STIG compliance.
- Familiarity with containerization and orchestration (e.g., Docker, Kubernetes) and source control tools such as Git.
- Exposure to ITIL frameworks and ITSM best practices for service delivery, incident management, and change control.
- Strong collaboration, problem-solving, and documentation skills.
