IT Manager needed ASAP for a contract to hire position onsite in Sturgeon Bay, WI!

SUMMARY AND PURPOSE :
The Manager of Information Technology (I/T) position ensures that the strategic objectives for information technology for the Client are met in a customer focused and cost-effective manner. The Manager of IT will oversee the information technology department, ensuring the effective integration of applications across various departments, and providing direct supervision for established staff and teams. They work closely with management, users, partner facilities, and system vendors to document and resolve problems, coordinate system changes, and assist in developing better procedures to complement systems. They interact with all levels of the organization to ensure accurate and timely processing of system application functions, and they participate in multidisciplinary teams to maintain effective operations.
Essential Duties and Responsibilities:

  1. Supports the Client's mission and strategic vision. Promotes and demonstrates an appreciation for organization values and strategic initiatives.

Department/Division Services

  1. Reviews and revises department mission and vision with input from staff and physicians, maintaining consistency with the Client's mission and vision.
  2. Develops annual goals and objectives which reflect input from CIO, staff and physicians. Goals are measurable and accomplished within a specific time frame.
  3. Collaboratively develops strategy, objectives, priorities, action plans, performance measurements, operating budgets, and personnel development plans.
  4. Must be proactive regarding the use of information technology to improve system operations and efficiency.
  5. Directs hardware and software selection efforts. Leads and coordinates vendor selection and management, hardware performance, user support and training. Coordinates and executes system conversion activities as appropriate and includes affected users in planning and implementing these activities.
  6. Attends leadership meetings and participates in hospital wide committees as appropriate.
  7. Maintains an appropriately supplied department that assures a safe, clean, and secure environment for patients, staff, and visitors.
  8. Maintains equipment in good working order. Assures completion of routine maintenance and repairs.
  9. Understands and supports the organizational structure and follows the established lines of authority.
  10. Coordinates use of outside services when necessary to meet department objectives.
  11. Ensures the legal requirements of state and federal regulations are met in a timely manner.
  12. Serves as a resource and coordinates compliance with regulatory agency requirements relative to health information management.

Quality of Services

  1. Maintains an up-to-date procedure manual so that staff can be properly guided.
  2. Assures department compliance with accreditation agencies, regulating bodies, and maintains licensure standards for areas supervised.
  3. Delegates authority and accountability to staff for appropriate operation of department.
  4. Investigates department incidents involving patients, visitors, and employees and assures action taken as appropriate. Reports incidents in a timely manner.
  5. Identifies and implements changes that will enhance effectiveness of department.
  6. Ensures that established performance standards for system development, support and customer orientation are adhered to in project initiatives undertaken.
  7. Ensures infrastructure reliability, availability, security and stability.
  8. Keeps apprised of current trends, applications and developments in the field of information technology.

Financial Management

  1. Assists in preparing annual operating and capital budget components for information technology for client and coordinates budget preparation activities with Chief Information Officer.
  2. Monitors operating budget/responsibility summary. Justifies variances in a timely manner.
  3. Assures appropriate FTE utilization and productivity measures.
  4. Maintains & promotes cost effectiveness through appropriate use of equipment, supplies and human resources.
  5. Communicates budget parameters to staff and clarifies changes as they occur.

Management of Human Resources

  1. Communicates with staff, peers, and other departments to promote interdepartmental relations and promote creative problem solving.
  2. Participates in interviewing and hiring of staff personnel; facilitates appropriate orientation; completes performance evaluations and appropriate wage adjustments. Responsible for progressive disciplinary action as necessary.
  3. Promotes ongoing assessment of the professional growth and development of each staff member through observation, written evaluation and coaching.
  4. Plans, coordinates and assures recording of regular department meetings to improve communication among staff and with other departments.
  5. Provides for and promotes educational opportunities for staff based on department needs and to promote a climate of professional growth and development.
  6. Serves as a resource to staff and other departments.
  7. Assures staff competency as evidenced by:
    1. 95-100% of performance evaluations are completed on time.
    2. Identified deficiencies are addressed through education, coaching and other appropriate corrective actions.
  8. Responsible for assuring and documenting that all staff have been oriented for their duties and for maintaining staff performance as evidenced by:
    1. Written department orientation program
    2. Written ongoing education program
    3. Performance evaluations
  9. Supports staff attendance at department meetings, required educational programs and in-services.
  10. Promotes improved level of expertise of department staff to facilitate evolution to a self-directed work team.
  11. Ensures a collaborative environment by facilitating growth and expertise of staff resources. Develops the Information Technology staff to ensure that decisions are made at the operation level, consistent with the vision, mission, and core values of the client. Holds staff accountable for completion of defined initiatives and activities.

Productivity
1. Ensures the appropriate number and skill mix of personnel to maximize department effectiveness.
2. Responsible for staff schedules that ensure adequate coverage and fair distribution.
3. Maximizes productivity and enhances quality of services through:

  1. Utilization of flexible working hours.
  2. Promotion of cross-training between staff members.

4. Responsible for accurate review and timely submission of time cards to Payroll.
5. Monitors staff attendance for potential areas of concern.
Customer Service

  1. Demonstrates commitment to customer service philosophy of DCMC to ensure the delivery of compassionate, quality services.
  2. Ensures customer satisfaction by listening to customer requirements, providing realistic solutions, providing regular reports regarding the progress being made against agreed upon objectives.

Job Requirements
Education Required:
Thorough knowledge of information systems and healthcare business requirements through the successful completion of an applicable Associate's degree, with Bachelor's Degree preferred.
Related Years of Experience Required:
Previous work experience in health care technology environment is desired. Awareness of how, when, and to what extent different hospital departments relate to and communicate with one another (e.g., nursing stations to clinical departments, admitting/registration to clinical departments, clinical department to billing department) is also desirable.

  • Requires excellent verbal and written communication skills and analytical ability to problem solve and manage information technology functions. Requires organizational skills and ability to prioritize within tight time schedules. Must be able to focus and direct several projects and ongoing functions at once. Must have good interpersonal skills to be able to interrelate with department directors and administration to provide analysis and reports on information technology issues. Requires close attention to detail.
  • Ability to listen and communicate effectively is essential in discussing information technology matters with administrative officials within, and outside, of the organization and department heads. It is also essential when issuing directives.
