Location: Austin, TX 78723
Duration: 3 Months (with a high possibility of extension)

Job Description:

An experienced Project Manager is needed to lead complex technology projects with responsibilities that include project oversight, business analysis, documentation of business processes, and the development of functional and technical requirements. This role requires strong leadership in a matrixed organization, managing both internal and contractor staff, and ensuring that project deliverables meet the required quality standards and business goals.

Primary Responsibilities:

  • Manage various aspects of complex, technology-focused projects from initiation to completion.

  • Ensure all project tasks align with development processes, security, quality, and contractual requirements.

  • Coordinate, assign, and supervise project staff within a matrixed organizational structure.

  • Define and manage deliverable expectations, quality standards, and acceptance criteria.

  • Develop and maintain project budgets, work plans, schedules, resource needs, and cost projections.

  • Provide guidance and resolve quality issues related to project deliverables.

  • Communicate effectively with stakeholders, executive management, and other relevant parties.

  • Monitor third-party vendor performance to ensure contractual obligations and performance standards are met.

  • Document detailed system requirements to support IT solution development.

Minimum Qualifications:

  • 8 years of full-time experience in project management, including managing large, complex projects across all development phases.

  • 8 years of experience in structured development processes, scope control, risk mitigation, and corrective action planning.

  • 8 years of experience setting project goals, exercising sound judgment, analyzing complex data, and creating implementation plans.

  • 8 years of experience analyzing business systems and stakeholder needs.

  • 8 years of experience facilitating business process mapping, reengineering, and identifying new technology applications.

  • 8 years of experience documenting detailed IT requirements aligned with user and program needs.

  • 8 years of experience as a Project Manager for a Texas state agency, either as a contractor or employee.

  • 5 years of experience writing procurement and solicitation documents such as RFOs, RFIs, and Statements of Work.

  • 5 years of experience collecting requirements across multiple program areas with diverse business needs and geographic distribution.

  • 5 years of experience working with Texas DIR and Data Center Services (DCS), including cloud-based solution implementation.

  • 5 years of experience applying the Texas Project Delivery Framework.

  • 1 year (Preferred) of experience with Salesforce.
