Onboarding Experience Project Consultant

Job Description:
The state agency is seeking a skilled project manager to lead a strategic initiative aimed at improving and standardizing onboarding processes across the department. This role will manage a high-impact project focused on creating a cohesive, scalable onboarding experience that strengthens employee engagement, compliance, and retention across the agency s statewide operations.

The Onboarding Experience Project Consultant will assist in coordinating all phases of the onboarding improvement initiative, including stakeholder engagement, project planning, process mapping, and implementation. This individual will collaborate with internal HR teams, program areas, and leadership to ensure project goals are aligned with broader workforce development and talent management strategies. This is a hybrid position that may require time in the office and travel throughout the state.

Key responsibilities include:
Evaluate existing onboarding practices across divisions and regions to identify areas for improvement
Develop and implement a scalable, standardized onboarding model that improves the new hire experience and supports long-term engagement
Collaborate with HR leadership and other stakeholders to ensure alignment between onboarding, employee engagement, and broader talent development goals
Serve as a subject matter expert in onboarding, HR process improvement, and workforce strategy
Contribute to initiatives that promote upskilling, reskilling, and career development across TDH
Provide recommendations for integrating onboarding systems with performance management and talent development tools
Design and facilitate trainings, workshops, and resources to promote adoption of onboarding practices
Assist with developing policies, tools, and evaluation metrics to monitor success and continuous improvement

Education:
Bachelor s degree in Human Resources, Public Administration, Organizational Development, or a related field
SHRM-CP, PHR, or similar HR certification

Experience:
5 years of experience in HR, organizational development, or talent management
Knowledge of assessing and designing onboarding programs for large, multi-site organizations
Experience working with or within public sector or government organizations
Proven involvement in process improvement strategy and/or program implementation
Familiarity with onboarding and engagement best practices aligned with organizational strategy
Strong project management, facilitation, and communication skills.
