Job Title: Public Health Data Platform IT Senior Program Manager
Location: Quincy, MA
Duration: 6 Months
Position Summary:
The Public Health Data Platform IT Senior Program Manager will provide leadership and strategic direction for data modernization initiatives within a large-scale health and human services environment. This role is responsible for driving best practices in program and project management, facilitating strategic prioritization, and bridging the gap between business, subject matter experts, and a centralized IT/Data Strategy Office.
The Senior Program Manager will oversee integrated risk management, identifying and mitigating risks while leveraging them as opportunities when possible. This individual will play a key role in implementing enterprise-level data strategies covering data lifecycle management, metadata management, security, compliance, and analytics aimed at supporting cross-functional public health initiatives.
Strong communication, analytical, and stakeholder management skills are essential, as the role requires collaboration across multiple departments and agencies.
Key Responsibilities:
Lead strategic efforts to design and implement an Enterprise Data Platform that supports the complex and varied needs of public health operations.
Serve as the primary point of coordination between multiple IT, data, and program management teams.
Develop close working relationships with IT and Data leadership teams across multiple agencies and departments.
Build a deep understanding of public health objectives and advocate for their integration into the overall data and IT strategy.
Assess current challenges, measure risk and impact, and prioritize initiatives based on resource constraints and strategic value.
Collaborate with senior leadership to understand requirements, assess resource availability, and develop execution plans.
Foster strong relationships with cross-functional business partners, IT teams, and data governance leaders to ensure alignment across initiatives.
Navigate complex government structures and matrixed teams, maintaining sensitivity to policies, processes, and organizational culture.
Lead and facilitate meetings across departments and leadership levels; develop, present, and maintain all necessary documentation.
Ensure project deliverables align with enterprise data strategy goals and comply with state and federal regulatory requirements.
Skills and Qualifications:
Proven experience leading large-scale IT programs or portfolios, ideally within public sector or public health environments.
Strong understanding of modern data stack technologies, including tools such as Tableau, Snowflake, Informatica, AWS, or equivalent.
Hands-on experience supporting or collaborating with data integration, warehousing, analytics, or reporting teams.
Exceptional problem-solving skills and a methodical approach to decision-making.
Solid understanding of how complex data systems drive business outcomes and public service delivery.
Demonstrated expertise in project management principles and multi-project coordination to ensure successful completion.
Experience in Integrated Risk Management beyond project-level risks.
Ability to navigate and influence in a bureaucratic or matrixed organizational environment.
Strong relationship-building and communication skills, with the ability to translate technical concepts into business language for diverse audiences.
Customer-service-oriented mindset, capable of understanding and aligning with internal stakeholder needs.
Experience managing change and driving collaboration between business and IT teams.
Education and Experience:
Minimum of 3 years in a project or program management role, managing initiatives from concept through implementation.
Minimum of 5 years in an IT or Analytics role.
Proficiency with Microsoft Office Suite (Excel, Word, Visio, Outlook, PowerPoint).
Working knowledge of data management and cloud technologies such as Tableau, Snowflake, AWS, and Informatica (or equivalent).
Solid conceptual understanding of data storage solutions (e.g., RDB, Data Mart, Data Warehouse, Data Lake) and their use cases.
Strong communication skills with the ability to bridge technical and business disciplines.
Experience in public health systems preferred, but not required.
Experience working within state or local government environments is a plus.
