Position Summary:
The IT Division is responsible for the development, implementation, and operations of information systems for States, Jurisdiction, and Federal agencies doing business related to and/or using information from the administration of motor vehicles and driver licenses.
The Project Manager shall perform all duties associated with the management of any assigned Information Technology project as directed by the Project Director. As directed by the Director, the Project Manager will lead the design, development, implementation and transition to production of the specific application/s he or she is responsible for; develop accurate and executable project plans, schedules, milestones and estimates in coordination with the Director; and create and maintain the project plan. In support of the Director, the Project Manager will develop and manage the project budget; establish project communication plans and interface with project stakeholders at all levels; ensure system quality and conformance to AAMVA s published standards; coordinate and direct the activities on the project; lead external stakeholder working groups to identify and socialize new requirements and facilitate the development of new program specifications.
Essential Duties and Responsibilities:
1.
Project Coordination (75%)
In coordination with the Project Director, manage the project from initiation to closure, develop projects plans, schedules, estimates and proposals. Be accountable for project deliverables, monitor project progress, quality assurance, and customer service. Report status to management and to project s stakeholders. Identify and resolve risks that impact project completion. Coordinate planning, development, testing, documentation, and installation of system to ensure timely deliverables, project success and quality. Complete work breakdown structure to estimate effort required for each task. Review the schedule with the Project Director on a weekly basis, resolve any issues and solve problems throughout the project life cycle. Effectively manage project scope by ensuring any changes to scope are documented and approved per the change request process. Track and report on project milestones, lead, motivate and coach project team members on a proactive basis.

Budget Monitoring (15%)
Develop project detailed budgets and monitor project spending. Perform necessary budget corrections in coordination with the Project Director.

PMO procedure and Life Cycle Methodology (10%)
In coordination with the Director, develop and maintain project management procedures. Participate in project debriefings to analyze lessons learned and provide recommendations for improvement. Develop and maintain System Development Life Cycle. Participate in staff training activities and mentoring as they relate to SDLC methodology. Conducts and manages scrum, planning, and retrospective agile ceremonies. Develop tools and best practices for project management and execution, ensure all project documents are version controlled in the project document repository, conduct lessons learned post implementation, and institute corrective and preventive actions.

Qualifications:
Formal Education: Master s degree from an accredited institution, preferably in computer science or business administration, preferred or equivalent professional experience.
Knowledge, Skills and Abilities Required:
Minimum of ten years (10) experience in the Information Technology field with minimum five years (5) project management experience in managing Information Technology Departments.
PM experience should include: planning, scheduling, cost estimations, creating work breakdown structures, & effective use of PM tools to manage projects.
Ability to create and manipulate project deliverables, technical documents and presentations using the MS Office Suite, MS Project and MS Visio.
Ability to elicit cooperation from management and other departments
Experience in the development and/or maintenance of software applications in heterogeneous environment (servers and mainframe).
Supervisory and contract management experience
Experience in structured analysis and full life cycle management.
Strong leadership as well as verbal and written communication skills.
Experience working in an Agile/ scrum framework, with any related certifications preferrable.
Ability to travel frequently and on short notice may apply
