F# / .NET developer Must Haves:
F# Experience
Actual use in production environments

Has seen candidates that only used F# for tests, but these candidates were less proficient than they need
No Front-end experience necessary
Notes:
As far as the actual code base, mainly Web API

The manager mentioned that the code is an API wrapper around Jira.
