ABOUT THE OPPORTUNITY
The City of Thornton is seeking a talented Systems Engineer to join our IT Systems Engineering team with experience supporting multiple Microsoft Active Directory domains, to include a Hybrid Active Directory environment for diverse groups of internal customers. This role performs systems design, implementation, maintenance, troubleshooting, and some IT project management. The Systems Engineer works with the City's Technical Services, Application Services, Network Engineering, and Enterprise Security teams, as well as with third party vendors to keep vital services functioning for City employees. The ideal candidate is a team player with excellent communications skills who is also able to work independently. The City has a hybrid work environment, so you will be required to work on site some days each week.
GENERAL SUMMARY

Under specified supervision, performs complex computer systems administration, development and support tasks for the city.

Systems Engineer:
Under direction, incumbents assigned to this class are expected to perform the full range of work assigned to this class and to work with considerable independence and initiative. Work performed in this class is complex to very complex.

ESSENTIAL FUNCTIONS

Analyzes, designs, constructs, documents, tests, monitors, secures and maintains server, network, and desktop hardware and operating systems for all city departments.

Develops a variety of complex methodologies and standards and performs a variety of complex project management tasks.

Analyzes and designs complex network and desktop systems; constructs moderately complex server and complex network and desktop systems.

Tests and documents operating procedures; develops training courseware and conducts training classes.

Monitors and provides production support for moderately complex server systems; develops simple to more complex network standards and desktop methodologies.

Monitors system performance; identifies, diagnoses and remedies system problems.

Researches, plans, schedules and implements system upgrades and conversions to new technologies.

Researches, tests, and evaluates computer equipment and application products. Interacts with users, vendors and contractors to select appropriate software and equipment.

May serve as liaison between user departments and Purchasing Department in procuring computer equipment or services. May assist in developing purchase specifications.

Performs other duties as assigned.

QUALIFICATIONS

Education/Experience: Systems Engineer:
Bachelor's degree in Computer Science or related field from an accredited college or university; five years' progressively responsible experience analyzing, designing, constructing and maintaining server, network, and desktop systems. Equivalent combinations of education and experience may be considered.

Licensing/Certification Requirements:
May need the ability to travel to various locations in a timely manner as the job requires.

Systems Administrator:
Active Microsoft certification is preferred.

Active cybersecurity certification such as COMPTIA Security+ or ISC2 CC (Certified in Cybersecurity) is preferred.

Systems Engineer: In addition to previous requirements;
Active Microsoft certification is required.

Active VMWare certification is preferred.

Active cybersecurity certification such as COMPTIA Security+ or ISC2 CC (Certified in Cybersecurity) is preferred.
Knowledge, Skills and Abilities:

Systems Administrator:
Knowledge of the policies, procedures and goals of the city of Thornton and the department.
Knowledge of hardware products used in municipal government applications.
Knowledge of the general operations of various city departments.
Knowledge of computer records storage, data manipulation, and database management techniques and practices.
Knowledge of diagnostic methods and techniques for computer hardware and software.
Knowledge of the principles of quality customer service.
Skill in monitoring system performance, identifying, diagnosing, and fixing system problems.
Skill in assessing user needs and analyzing and evaluating existing hardware systems for effectiveness and efficiency.
Skill in administering endpoint security solutions.
Skill in administering email security solutions.
Skill in performing systems incident handling.
Ability to interpret, understand, and comply with manuals, regulations, standards, and guidelines.
Ability to use standard office equipment, computer equipment and software including word processing, database management, spreadsheet applications and electronic mail.
Ability to listen well and communicate effectively orally and in writing with various audiences.
Ability to establish and maintain effective working relationships with city employees, vendors, consultants and the general public.


Systems Engineer: In addition to previous requirements:
Knowledge of the theory, principles, practices, and methods of management and administration of information systems, including systems analysis, design, construction, monitoring, maintenance, testing, documentation, training, and production support.
Knowledge of the city of Thornton Municipal Code associated with user departments and special projects.
Knowledge of city of Thornton purchasing policies, goals and procedures.
Knowledge of the principles and practices of project management.
Skill in managing, monitoring and administrating server, network, and desktop computer systems.
Skill in effectively researching, planning, scheduling, and implementing system upgrades and conversions to new technologies.
Ability to procure computer equipment or services including developing purchase specifications.
Ability to research, test, and evaluate computer equipment and application products.
Ability to perform work requiring the exercise of significant discretionary and independent judgment.

Physical and Mental Requirements:

While performing the essential duties of this job, the employee is required to climb, stoop, kneel, crouch, crawl, reach, stand, walk, push, pull, lift, finger, grasp, feel, talk, hear, and make repetitive motions. This position is mostly sedentary work; exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. The employee is required to have close visual acuity. The employee is subject to both inside and outside environmental conditions, extreme cold, extreme heat, noise, hazards, is frequently in close quarters, and is required to function in narrow aisles or passageways.
