  • Link Technologies (LinkTechConsulting.com), a Las Vegas-based IT consulting firm, is currently seeking a Project Manager 3 to join our team.

    QUALIFICATIONS

    Project Management Professional (PMP) certification from a recognized project management organization is required; Scrum Master certification is a plus.

    Minimum of eight (8) years of experience with the following:

    • Extensive IT project management experience.
    • Professional experience in the information technology sector with a minimum of five (5) years focus on data management solutions such as data warehouses and data lakes, data analytics/business intelligence, web-based development (J2EE), and service-oriented architecture (SOA).
    • Exceptional verbal and written communication skills, with a strong ability to convey complex information clearly.
    • Proven experience in creating precise and comprehensive project documentation.
    • Effective team leadership through regular meetings, task delegation, mentoring, facilitation, and team training initiatives.
    • Skilled in monitoring project progress and applying risk management strategies to ensure alignment with project plans and timelines.
    • Consistently keeps stakeholders and leadership informed of project status, challenges, and milestones.
    • Advanced problem-solving skills, with a demonstrated ability to resolve complex technical and organizational issues.
    • Deep understanding and hands-on experience with both the Project Management Lifecycle (PMLC) and Software Development Lifecycle (SDLC).
    • Proficient in managing full project budgets, including tracking expenditures and recording actual costs in project management systems.
    • Experienced in leading Agile project sprints, including sprint planning, backlog grooming, daily stand-ups, retrospectives, and applying Kanban methodologies.


    PREFERRED

    Minimum of six (6) years of experience with the following:

    • Previous experience in the healthcare sector with a focus on public health initiatives.
    • Proven track record managing complex projects involving multiple agencies or cross-departmental IT teams.
    • Direct experience working within a Health and Human Services agency environment, navigating regulatory and organizational structures.


    Minimum of five (5) years of experience with the following:

    • Emphasis on managing relationship weekly activities of TSS Sprint Teams.
    • Effectively manage resources in a mixed functional and matrixed project environment.
    • The ability to develop, document and execute project management plans, work plans, and quality plans.
    • Involved in the full lifecycle from analysis and planning to development and deployment.
    • Experience in building and managing IT project teams with emphasis on ability to motivate individuals to excel and exceed expectations.


    Minimum of three (3) years of experience with the following:

    • Experience with access and eligibility programs.


    RESPONSIBILITIES

    • Collaborating seamlessly and smoothly with the Office of the Chief Data Architect and the Office of Data Analytics and Performance on initiatives related to PMAS Cloud Analytics for Access and Eligibility Services Reporting.
    • Development and publication of project management documents and deliverables in compliance with DIR Project Delivery Framework directives.
    • Creation of RFPs that clearly define the services and deliverables required of a single vendor to design and implement data management solutions.
    • Obtainment of matching federal funds for this initiative through the development of federally approved IAPD(s);
    • Overseeing expanding HHS data integrations with departments across HHSC.
    • Ensuring constant communication with the Office of Data Analytics and Reporting to function as a blended, partnered team with IT.
    • Working seamlessly and smoothly with various IT and business stakeholder areas to ensure that project deliverables are compliant with state, federal, and other applicable agency standards.
    • Establishing a strategic roadmap for projects in coordination with the TSS vendor and all divisions of HHS and federal stakeholders.
    • Conducting procurement exercises as necessary to acquire vendor services for assessment or to outsource the effort to a long-term vendor.
    • Establishing timeline and resource requirements for successful execution of the project.
    • Coordination with key stakeholders and sponsors to obtain approval of resources and timeline.
    • Creation of project management deliverables necessary for this project.
    • Management of the day-to-day operations and scrums of various projects, and oversight and coordination team established for this initiative.
    • Risk identification and coordination of resolution with project leadership.
    • All other duties as assigned.
