Sr. Healthcare Business Analyst

Description

New York State of Health (NYSoH) is New York's official health plan marketplace established by Executive Order No. 42. The temporary personnel services requested are needed to support the on-going design and development of information technology systems consistent with enrollment goals and federal and state law and rules. The Systems Analyst will work closely with NYSOH program staff, vendors and other stakeholders to define requirements for the NYSOH and in Operations and Maintenance of the system. The Systems Analyst will elicit, analyze, communicate and validate requirements for the NYSOH.

Duties

• Provide regular status updates to management on various projects and keep them abreast of risk, issues and mitigation plans.
• Research, and document resolution of requirements, technical design comments, defects and gaps with business and vendor staff.
• Evaluate design, development, testing, and confirm that results are consistent with the system or business processes.
• Analyze and revise flow charts, process models and technical specs describing as-is or to-be IT systems or business processes.

Mandatory Requirements

• Experience (12+ Years)
• Specializes in analyzing, designing and implementing information systems. Assesses the suitability of information systems in terms of their intended outcomes and liaises with end users, software vendors and programmers in order to achieve these outcomes. Uses analysis and design techniques to solve business problems using information technology. Serves as change agent, who identifies the organizational improvements needed, designs systems to implement those changes and trains and motivates others to use the systems.

Requirements

• This is an 100% Onsite.
• 84 months of experience in Information Technology supporting large scale software systems or applications.
• 84 months of experience analyzing large scale business processes and creating and reviewing test plans.
• 84 months of experience researching, documenting, communicating, and validating requirements throughout the system, process, or product/service development lifecycle for all changes to processes.
• 84 months of experience providing written communications to business owners, IT program team members, and management.
• 84 months of experience working with Health Insurance or the Affordable Care Act or Medicaid which includes Eligibility and Enrollment (not Health Care).
• 84 months of experience in researching, reviewing, and evaluating technical specifications for compliance with business objectives and requirements.
