Job Details

Comtech is seeking an experienced IT Service Manager/virtual CIO to lead SJCOG s IT strategy and operations under our Managed IT Services contract. This pivotal leadership role will drive strategic IT planning, develop annual roadmaps, and manage budgeting to align technology initiatives with SJCOG s organizational goals. The IT Service Manager/vCIO will oversee vendor relationships, asset management, and ensure efficient, reliable IT service delivery.

The individual will also ensure robust cybersecurity and regulatory compliance (e.g., NIST CSF, ISO 27001, CIS Controls, HIPAA, and CCPA) and will develop and maintain disaster recovery and business continuity plans. Operating within SJCOG s hybrid Mac/Windows environment, the manager will oversee helpdesk support, network and system performance, Microsoft 365 backups, endpoint protection, and firewall management. As an ITIL-aligned service leader, this role will drive continuous improvement, provide monthly and annual IT service reporting, and act as the escalation point for critical incidents, including providing on-site emergency response within 1 hour.

Key Responsibilities:

  • Lead IT strategic planning, roadmap development, and budgeting aligned with organizational objectives.
  • Manage the full IT asset lifecycle (procurement, inventory management, and vendor relationships).
  • Ensure cybersecurity and privacy compliance (NIST CSF, ISO 27001, CIS Controls, HIPAA, CCPA).
  • Develop and maintain disaster recovery and business continuity plans.
  • Oversee IT service delivery and helpdesk operations, ensuring adherence to ITIL best practices.
  • Monitor and optimize network and system performance, including firewall and infrastructure management.
  • Implement and manage endpoint protection solutions and Microsoft 365 backup strategies.
  • Provide oversight of monthly and annual IT service reporting, including performance metrics and budget tracking.
  • Support SJCOG s hybrid Mac/Windows environment, ensuring seamless remote and onsite user support.
  • Serve as the escalation point for critical incidents, guaranteeing on-site emergency response within 1 hour.

Mandatory Qualifications & Experience - IT Service Manager / vCIO:

M1.

A Bachelor s degree in Computer Science, Information Technology, or related field with 8+ years (Master s with 6+ years) of relevant IT management experience.

M2.

ITIL Foundation (ITIL 4) certification (required) and demonstrated experience in IT service management.

M3.

Experience implementing and maintaining security/compliance frameworks (NIST CSF, ISO 27001, CIS Controls).

M4.

Experience ensuring compliance with HIPAA and CCPA privacy regulations.

M5.

Proven experience in IT strategic planning, budgeting, and technology roadmap development.

M6.

Experience managing the full IT asset lifecycle (procurement, inventory management, and replacement planning).

M7.

Experience developing and maintaining disaster recovery and business continuity plans.

M8.

Strong background overseeing helpdesk operations and ITIL-aligned service delivery.

M9.

Expertise supporting hybrid Mac and Windows environments and remote users.

M10.

Proficiency with Microsoft 365 administration (including SaaS backup solutions) and endpoint protection tools.

M11.

Excellent communication and leadership skills, with experience collaborating across technical and non-technical teams.

M12.

Ability to provide on-site support in Stockton, CA (on-call escalation and <1 hour emergency response).

Preferred Qualifications - IT Service Manager / vCIO:

PMP or Prince2 certification (project management).

D2.

CISSP, CISM, or other advanced cybersecurity certification.

Experience providing IT leadership in a managed services or consulting environment.
