Job Overview:
We are seeking a highly skilled PeopleSoft Functional Consultant specializing in Accounts Payable (AP) and Expenses to join a long-term public sector project based in Richmond, VA. The consultant will play a pivotal role in supporting the ongoing maintenance, enhancement, and optimization of PeopleSoft Financials (v9.2). Ideal candidates will bring deep expertise in configuring and supporting AP and Expenses modules in a public sector or government environment.

Key Responsibilities:
Requirements Gathering & Analysis:
Work with agency business users to collect, document, and analyze business requirements.
Translate business needs into functional specifications and PeopleSoft solution designs.
PeopleSoft Configuration (AP & Expenses):
Configure voucher processing, EFT/wire payments, expense reports, approval workflows, chart of accounts, vendor management, and year-end closing.
Ensure system configurations align with state/federal compliance and best practices.

Testing & QA:
Create test plans, scripts, and execute unit, system, and user acceptance testing (UAT).
Lead UAT sessions, troubleshoot issues, and ensure successful defect resolution.

Production Support:
Provide expert-level support for AP and Expenses-related issues.
Resolve tickets related to system bugs, data discrepancies, and user errors.

Documentation:
Develop and maintain functional design documents (FDDs), test artifacts, configuration workbooks, and training materials.
Training & Knowledge Transfer:
Deliver training to end-users and agency teams.
Share knowledge with internal Commonwealth staff and provide SME-level support.

Cross-Team Collaboration:
Coordinate with technical teams for customizations (RICEFW), reports, and data conversions.
Work with other functional teams (GL, Purchasing) to ensure seamless integrations.

Required Qualifications:
Experience:
7+ years as a PeopleSoft Functional Consultant.
5+ years of hands-on experience with PeopleSoft Financials v9.2.
Deep experience with PeopleSoft AP and Expenses modules.
Strong knowledge of voucher and payment processing (including EFT).
Integration expertise with General Ledger (GL) and Purchasing modules.
Hands-on experience with workflow configuration and vendor management.

Documentation & Testing:
Ability to write FDDs, test cases, training materials, and business process documentation.
Experience leading User Acceptance Testing (UAT).

Communication:
Strong written and verbal communication skills.
Ability to work with both technical and non-technical stakeholders in a public sector setting.
