Title: IT Healthcare Consultant IV&V Technical Engineer Consultant
Duration: 12 Months
Location: Remote (Candidate must be a current South Carolina resident)
Travel: Up to 25% annually for onsite meetings (project-dependent)
Scope of the Project
A South Carolina state agency is seeking a Senior Microsoft SQL Professional to provide technical expertise and leadership for various existing and new development initiatives supporting large-scale healthcare technology projects.
The consultant will serve as a key member of the technical team, ensuring optimal database performance, reliability, and security while collaborating with development, infrastructure, and quality assurance teams.
Daily Duties / Responsibilities
The Senior SQL DBA will work closely with development teams and database administrators across platforms to provide full lifecycle database support for multiple enterprise applications.
Key responsibilities include:
Advising development and product teams on optimal data modeling strategies and schema changes.
Performing hands-on SQL development and application support aligned with Microsoft best practices.
Collaborating with Oracle and IDMS database teams to maintain test, staging, and production environments.
Developing and executing data migration plans to support system upgrades or platform transitions.
Coordinating with external vendors, state partners, and other stakeholders to ensure data integrity and availability.
Analyzing database performance metrics and implementing best practices for optimization.
Participating in a 24x7 on-call support rotation for production systems.
Performing other related duties as assigned.
Required Skills (Ranked in Order of Importance)
The Senior SQL DBA role requires strong technical, leadership, and communication abilities to support enterprise-class applications and mission-critical systems.
Proven experience supporting enterprise applications in Windows and Linux environments.
Expertise with SQL Server Data Guard and database replication technologies.
Demonstrated success supporting web-based development projects leveraging SQL databases.
Strong understanding of database scalability, performance optimization, and operations.
Experience with project planning, task estimation, and technical documentation.
Exceptional written and verbal communication skills, including presentation capabilities.
Commitment to integrity and accountability in managing sensitive and high-impact projects.
Strong interpersonal skills with the ability to collaborate effectively across teams and organizations.
7+ years of experience as a SQL DBA.
5+ years with SQL Server and HA/DR (High Availability/Disaster Recovery) implementations.
3+ years with T-SQL and PowerShell scripting.
7+ years of experience in performance tuning, backup/recovery, and database security.
Required Education
Bachelor s degree in a technical, business, or related field.
Master s degree is desirable.
Preferred Skills (Ranked in Order of Importance)
Knowledge of Oracle Enterprise Manager.
Experience in the healthcare industry or managing PHI/PII data.
Expertise in data and network encryption.
Vendor management experience.
Experience with Medicaid Management Information Systems (MMIS).
Familiarity with Medicaid operations.
Public sector experience is a plus.
Required Certifications
No certifications required.
SQL training or certification from a recognized provider is beneficial.
