Position: Project Manager -Change Management

Education: Bachelor s degree or master s degree in Business Administration, Communication, Information Systems, or other related field is required. Equivalent work experience may substitute for the educational requirement.

Certifications:

  • Project Management Professional (PMP ) Certification, required.
  • Change Management Certification (e.g., Prosci);
  • Certification in Agile or Scrum-based Project Management;

Required Experience:

  • Experience managing successful, large-scale projects with multiple diverse teams;
  • Experience in change management methodologies, strategies, and implementation;
  • Experience utilizing project management software (e.g., Microsoft Project, Primavera, and/or Jira) to track and maintain projects;
  • Experience with project management methodologies and documentation (e.g., PMO);
  • Experience in risk and issue management;
  • Experience facilitating meetings and developing clear documentation;
  • Experience creating and presenting status reports to internal and external stakeholders;
  • Ability to coordinate project teams, lead complex projects, and meet objectives;
  • Demonstrated leadership and negotiation skills
  • Proficient in communicating clearly with both technical and non-technical stakeholder

Preferred Experience:

  • Proficiency with ServiceNow and DocuSign;
  • IT Infrastructure Library (ITIL) Service Management Foundations certification;
  • Experience managing projects with a high-volume distributed user base;
  • Experience managing state government projects and knowledge of Rule 60GG-1, F.A.C.;
  • Experience managing vendor projects and working with technical programming teams;
  • Ability to take initiative to solve complex problems;
  • Knowledge of IT standards in a criminal justice environment;
  • Skills in negotiation, mediation, facilitation, and team building; and
  • Team player attitude with a high-energy level and diligent work ethic.

Responsibilities:

(1) Oversee, lead, and drive initiatives for organizational change as follows: Lead organizational change initiatives, ensuring alignment with project goals and stakeholder expectations; Develop and execute change management strategies, plans, and activities; Facilitate change readiness assessments, stakeholder engagement, and communication plans; Manage resistance and build commitment to change through engagement and training strategies.

(2) Manage project planning as follows:Develop and manage resource-loaded and leveled projects;
Maintain project metrics and performance metrics in accordance with established Department standards;
Provide hands-on leadership for complex projects, ensuring on-time and on-budget delivery; Serve as a liaison with users and stakeholders to ensure smooth project execution; and Provide progress reports and presentations to internal and external stakeholders and executive leadership.

(3) Effectively manage stakeholders and team members as follows: Coordinate numerous project teams and manage the initiative to meet overall objectives; Build collaborative relationships with stakeholders to ensure alignment and effective communication; Facilitate joint application development (JAD) sessions and gather business requirements; and Provide effective communication to manage stakeholder expectations.

(4) Maintain all project documentation and compliance standards as follows: Maintain all project artifacts in accordance with Project Management Office (PMO) standards; Ensure compliance with Rule 60GG-1, Florida Administrative Code (F.A.C.); and Document As-Is and To-Be processes as part of business analysis and process improvement initiatives.

(5) Perform effective risk and issue management as follows: Identify and manage risks and issues that may impact project success; Develop risk mitigation and contingency plans; and Provide issue tracking and resolution strategies to keep the project on track.

(6) Provide strategic oversight of resources and budget management as follows: Manage project spend plans and allocate resources accordingly; and Track project expenses and ensure alignment with the allocated budget
