SALARY RANGE
- The advertised hiring range for Business Tech Analyst I is $70,000 - $87,500, with a maximum opportunity of up to $105,000 with tenure and strong performance.
Introductory Period: New employees holding regular positions must complete an introductory period of twelve months.

Business Technology Analyst I
Overview
The Business Technology Analyst I assists in the implementation, maintenance and support of a portfolio of integrated technology solutions, business processes, data models, and business intelligence reports that optimize and improve business operations within a specific business vertical or value stream. This entry-level role supports the District by analyzing, designing, developing, and implementing business solutions primarily within the configuration tools native to the application platforms. Solution delivery centers on leveraging configuration tools to extend core system functionality, automate process workflows, and customize user experiences while ensuring all development activities adhere to established IT governance and release management practices. The position supports organizational objectives by analyzing business needs, mapping and optimizing processes, and managing a portfolio of technology solutions and data models. Solutions are developed to be operationally reliable, scalable, and aligned with enterprise architecture, technology strategy, and business priorities. Responsibilities include partnering with experienced team members and stakeholders to gather requirements, document business processes, system configuration, BI report development, and post-implementation support. This entry level role is expected to develop business acumen and gain technical expertise to deliver solutions that enhance operational effectiveness, drive productivity, and support cross-functional collaboration across the organization.
Responsibilities
- Systems Analysis and Support - Assist with the review and documentation of business software application functionality and performance under the guidance of more experienced analysts. Support routine data entry and configuration tasks within supported business systems using established procedures and templates. Help monitor system performance, report issues, and assist in testing processes to ensure basic functionality and data integrity. Respond to basic user inquiries and provide first-level troubleshooting support; escalate complex issues to senior staff as appropriate. Participate in testing activities by executing predefined test cases and documenting outcomes. Maintain support logs and assist in documenting resolutions for recurring user/system issues. Observe and learn how system changes are analyzed, planned, and implemented to improve business processes. Support administrative tasks related to system access, configuration, and updates, ensuring adherence to change management procedures.
- Business Technology Design and Development - Assist in making minor changes to user interfaces and workflows under guidance. Support updates to system configurations using templates or supervised procedures. Help build or update basic scripts or formulas for automation using low-code tools. Document configuration changes and update internal knowledge bases. Follow established development and change control processes.
- Business Intelligence Run pre-defined reports and assist in compiling data. Create and modify basic data queries and reports using templates or examples. Assist with data validation tasks, checking for accuracy and completeness. Support dashboard maintenance and help update visualizations based on team input. Extract and transform basic data from various sources using entry-level tools.
- Product Support and Collaboration - Participate in meetings and accurately gather system requirements and feedback. Document user needs and system enhancements based on interviews or workshops. Support testing and deployment activities for system changes. Communicate updates and status reports to stakeholders with team support. Collaborate with peers and analysts on basic problem-solving tasks.
- Artificial Intelligence Integration and Enablement Assist in the testing and maintenance of AI-enabled tools (e.g., chatbots or self-service features). Document user feedback and AI tool behavior for review by senior staff. Participate in developing AI use cases. Support research efforts by gathering information on new tools or features, or as assigned.
- Maintain regular and predictable attendance: Perform related duties and responsibilities as required. Comply with District policies. Complete all required training. Maintain a working knowledge and comply with District safety procedures and specific safety requirements of this position, and those in accordance with applicable provisions of the Revised Code of Washington (RCW) and Washington Administrative Code (WAC).

Education
Equivalent experience (year for year) may substitute for required education.
- Bachelor's Degree (B.A./B.S. from a college or university) in a technical or quantitative area such as Computer Science, Information Systems, Business, or a related field required.
Experience

- Experience performing applications development, programming, or systems analysis preferred. Experience in the utility industry preferred.
Licenses and Certifications
- Technical Certifications: Microsoft Power Platform, IIBA in Business Analysis, modern ERP systems preferred.
Skills and Abilities
A fully skilled incumbent will have the following knowledge skills & abilities:
- Basic System Analysis and Configuration: Familiarity with system analysis concepts and basic configuration activities. Able to follow established procedures to support business application functionality and assist in gathering user requirements.
- Introduction to Development & Automation: Exposure to scripting or low-code/no-code development environments. Capable of assisting in workflow automation or user interface updates under guidance. Basic understanding of data structures and application behavior.
- Data Analytics & Reporting Fundamentals: Basic knowledge of data queries and reporting tools (e.g., Excel, Power BI, or SQL). Able to generate and interpret standard reports and assist in maintaining dashboards with supervision.
- Task Coordination and Support: Ability to manage assigned tasks within a project or operational setting. Supports team efforts by following timelines, communicating status, and asking clarifying questions when needed.
- Process Understanding & Documentation: Ability to observe, document, and explain simple business processes. Supports process mapping and requirements gathering with guidance from more experienced analysts.
- Effective Communication: Strong written and verbal communication skills appropriate for internal business audiences. Can clearly document findings and collaborate with peers and supervisors.
- Foundational Problem Solving: Demonstrates curiosity and initiative in identifying and reporting issues. Capable of analyzing basic problems and recommending possible solutions under supervision.
- Awareness of Utility Operations: General understanding of business unit operations and willingness to learn about utility industry terminology, practices, and compliance standards.
- Learning Orientation & Collaboration: Receptive to feedback and coaching. Participates in team activities and supports collaborative problem-solving efforts.
