Role Title: Technical Product Owner PBM Data Modernization
Location: Louisville, KY , 12+ months contract

Role Overview:
Our Client is seeking an experienced Technical Product Owner to lead a PBM Data Modernization initiative. This strategic role demands expertise in pharmacy benefit management, healthcare data ecosystems, and Agile product delivery. The ideal candidate is a strong cross-functional communicator, skilled in aligning business priorities with technical execution, especially within data modernization or cloud migration programs.
Key Responsibilities:
Act as the primary bridge between business stakeholders and technical teams.
Define the product vision, roadmap, and scope for PBM data modernization initiatives.
Translate business requirements into actionable epics, user stories, and acceptance criteria.
Lead Agile ceremonies: sprint planning, backlog grooming, and prioritization.
Serve as the Voice of the Customer (VoC) ensuring alignment with operational, regulatory, and compliance needs.
Provide domain expertise in pharmacy systems, Rx claims, and formulary data (e.g., FDB, Medispan).
Partner with engineering and data teams to define data transformation rules and legacy-to-modern mappings.
Create and maintain documentation such as BRDs, data mapping artifacts, and test cases.
Identify risks, dependencies, and continuous improvement opportunities in tools, workflows, or deliverables.
Must-Have Experience:
12+ years in a Product Owner or Business Analyst role within healthcare or data-intensive environments.
Deep knowledge of PBM ecosystems and pharmacy domain (Rx claims, drug databases, formulary, etc.).
Proven leadership in cloud migration/data modernization projects (Snowflake, Azure, Databricks preferred).
Strong understanding of data models, ingestion pipelines, and HIPAA-compliant architectures.
Hands-on with Agile tools like JIRA or Azure DevOps, and backlog grooming.
Experience working with data engineers, analysts, and system architects on legacy modernization.
Skilled in stakeholder management across clinical, operational, and technical domains.
Proficiency in Excel, PowerPoint, Confluence, Teams, Miro, etc.
Strong communication, storytelling, and decision-making skills.
Nice-to-Have Experience:
Background as a Business Systems Analyst (BSA) covering both frontend and backend elements.
Experience working in PBM platforms or frameworks.
Familiarity with healthcare data standards like NCPDP, HL7, FHIR, EDI 834/837.
Certifications: CSPO, CDMP, or other relevant product/data certifications.
