Role: Procurement Manager

Location: Stuttgart, Germany ( Required to travel to Singapore for extended periods)

POP: 12 Months

 

SCOPE:

The Procurement Manager will oversee and execute compliant procurement activities supporting two US Federal Government contracts: one based in Germany and one in Singapore. The position is responsible for ensuring all procurement actions are performed in accordance with the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), company policy, and client-specific requirements. The Manager will mentor junior procurement staff, providing hands-on guidance in all phases of the procurement lifecycle – from planning and solicitation through award, administration, and closeout.

 

REQUIRED SKILLS:

  • Bachelor’s degree or equivalent experience preferred
  • Minimum eight years of experience with executing full-cycle procurement process in a CPSR-auditable environment, including at least three years in a leadership or mentorship capacity
  • Ability to handle multiple simultaneous efforts and flexibility to adjust priorities based on changing timelines
  • Comprehensive knowledge of Federal procurement processes required
  • Proficiency in using Microsoft Office Suite tools, especially: Outlook, SharePoint, Teams, Excel, and Word
  • Effective oral and written communication skills with all levels of the organization
  • Strong organizational skills with the ability to manage time and multiple priorities to completion
  • Problem solving skills with an analytical thought process
  • Ability to adapt to a rapidly changing environment

 

PREFERRED SKILLS:

  • Experience with Costpoint and Maximo
  • Successful negotiation experience

 

TASKS:

  • Supervise, train, and mentor junior procurement specialists supporting Germany and Singapore contract teams
  • Provide oversight and review of purchase documentation to ensure completeness, accuracy, and regulatory compliance
  • Foster a culture of continuous learning, accountability, and ethical procurement conduct
  • Train and assist junior procurement staff in cradle to grave procurement activity, including but not limited to:
    • Reviewing work package specifications received, to include Statements of Work (SOW), Performance Work Statements (PWS), and Bills of Material (BOM), to generate Requests for Proposals (RFP) and Requests for Quote (RFQ)
    • Conducting market research
    • Generation of FAR-compliant RFP and RFQ bid packages in support of fairly and openly soliciting bids from multiple subcontractors, while ensuring all required terms and conditions, statements of work, performance requirements and prime contract flow downs are incorporated into RFP and RFQ packages
    • Creation of bid summaries
    • Analysis of subcontractor and vendor quotes and proposals for compliance with RFP/RFQ requirements, conducting formal analysis as required (to include price analysis and cost analysis) to support award decisions
    • Negotiating and applying knowledge of FAR regulations, contract law and guidelines, practices and requirements to assess, plan, and negotiate best terms and conditions and to minimize risk
    • Drafting complaint subcontract agreements and purchase orders
    • Comprehension and applicability of company procurement policies and procedures
    • Documenting procurement transactions in the Procurement Department’s automated procurement compliance tool
    • Monitoring and evaluation of supplier performance, and managing any supplier issues such as cost, quality, delivery, customer service, and compliance
  • Establish, maintain, and manage comprehensive professional relationships with suppliers
  • Resolve issues related to areas such as pricing, quality, schedule, claims, payment issues or disputes associated with terms and conditions of purchase orders
  • Coordinate with Contracts, Legal, Program Management, and Finance to ensure alignment across disciplines
  • Collaborate with program managers and site leads to anticipate procurement needs and proactively mitigate risks
  • Assist with audits, as necessary (DCAA, DCMA, ISO, DOD, Internal, etc.)
  • Travel periodically between international sites to support staff training, vendor relations, and compliance reviews
  • Other duties as assigned
