we are a Tier 1 vendor for the City and County of San Francisco for Cloud Services, Staffing Services and Training Services. Project Scope:
IT Software Developer consultant to support various initiatives for the Case Management System (CMS) implementation which supports neighborhood and zoning violations. Implementing these initiatives aim at streamlining functions, optimizing service delivery, reducing administrative inefficiencies, and strengthening enforcement measures. Specifically, consultant will be responsible for enhancement development and supporting modernization efforts for this application.
Roles/Responsibilities:
- Develop and maintain web applications using C#, .NET Framework, .NET Core/.NET 8, ASP.NET MVC, Blazor, Web API, or equivalent frameworks.
- Work with databases including Oracle PL/SQL for packages, procedures, triggers, and queries; Microsoft SQL Server (MSSQL) with T-SQL queries, schema design, and optimization.
- Create and maintain reports and dashboards using SSRS (SQL Server Reporting Services) and Power BI.
- Implement DevOps practices including branching strategies, automated builds, deployments, and release management using Azure DevOps, GitHub Actions, or similar tools.
- Deploy applications to IIS, Azure Web Apps, or containers.
- Design, consume, and integrate RESTful APIs and SOAP web services.
- Modernize and integrate multiple applications, support county-wide permitting and review processes, and migrate legacy systems into modern platforms.
- Coordinate with cross-functional teams, including county analysts and vendors, with strong communication skills.
- Collaborate on-site with County and vendor teams for successful project execution.
Mandatory Skills:
- C# and .NET Development:
- Strong experience with C#, .NET Framework and/or .NET Core/.NET 8 for web application development.
- Familiarity with ASP.NET MVC, Blazor, Web API, or equivalent frameworks.
- Database/Reporting Skills
- Proficiency with Oracle PL/SQL for writing packages, procedures, triggers, and queries.
- Working knowledge of Microsoft SQL Server (MSSQL) including T-SQL queries, schema design, and optimization.
- Experience creating and maintaining SSRS (SQL Server Reporting Services) and Power BI reports and dashboards.
- DevOps & CI/CD
- Experience with DevOps practices including branching strategies, automated builds, deployments, and release management.
- Hands-on knowledge of Azure DevOps, GitHub Actions, or similar pipeline tools.
- Familiarity with application deployment to IIS/Azure Web Apps/containers.
- Web Services:
- Solid understanding of RESTful APIs and SOAP web services.
- Ability to design, consume, and integrate web services across applications.
- Experience with Large-Scale System: Practical knowledge of modernizing and integrating multiple applications, supporting county-wide permitting and review processes, and migrating legacy systems into modern platforms.
- Strong communication and collaboration skills: Attention to detail, proficiency in written/verbal communication, ability to coordinate with cross-functional teams, including county analysts and vendors.
- Prior work in government agencies or organizations managing or implementing large-scale vendor solutions.
