Title: Senior Business Analyst
Location: Remote
Duration: 3 Months contract
Specifications:
  • Participates in design, testing, training, knowledge transfer, system tuning, and system implementation to translate and track results of business analysis through entire
  • SDLC and to ensure requirements traceability throughout software development.
  • Prepares testing plans, test scripts, and test data for new or modified programs and/or systems.
  • Works with test team to ensure logic paths are tested.
  • Evaluates test results to verify conformance with program objectives.
  • Prepares user and operational guidelines, operational manuals, and application or system documentation.
  • Follows agency's adopted system design methodology to ensure the integrity of each system/sub-system meets the required standards of security, efficiency, and scope of the specific project.
  • Serves as a project team coordinator on complex projects:
  • Determines and coordinates project components such as project scheduling and assignments.
  • Provides expertise, guidance, and direction to assigned staff.
  • Reviews results and verifies that requirements have been incorporated into individual components of the project and into the final product.
  • Participates in the modification and enhancement of existing IT application systems.
  • Designs, re-engineers, develops, and implements new major systems, sub systems, and configures third-party (i.e., vendor) supplied solutions.
  • Provides input to supervisor regarding staff and contractor performance on projects.
  • Develops, analyzes and recommends new procedures and techniques to improve requirements gathering and/or requirements management, articulation, process and data modeling, testing and documentation
  • Prepares and makes presentations to large and small audiences.
  • Provides mentoring and training to other staff when required.
Required Skills
  • Performs complex professional and advisory assessment and analysis to provide business process re-engineering and transformation services for highly complex enterprise-wide applications.
  • Works with the Enterprise Application Services Information Technology (IT) staff to provide a full range of business process re- engineering and transformation services for highly complex enterprise-wide applications.
  • Coordinates and conducts business requirements workshops with key stakeholders and users to determine business requirements.
  • Coordinates and conducts complex business process analysis, detailed requirements analysis, in-depth technical research, feasibility studies, and feasibility studies on- site and at user provided facilities.
  • Develops detailed process diagrams, data flow diagrams, and other graphical models that represent business and system requirements and technical descriptions using tools such as MS SharePoint, MS PowerPoint, and MS Visio.
Must have Skills
  • Provides advanced application and user support during system transitions.
  • Utilizes MS Project, MS Teams Azure, and DevOps or similar tools in performance of duties.

Qualifications:
  • Requires four (4) years college with course work in computer science or directly related fields.
  • Requires 10 plus years of professional experience in a related Information Technology field.
  • Requires eight (8) years of experience in Business Analyst role.
  • Requires two (2) years of experience project coordinator role.
  • Requires eight (8) years of experience with system development life cycle (SDLC) using waterfall and agile.
  • Requires five (5) year of experience with business process analysis, design, business process, modeling, process visualization utilizing process flow and reengineering techniques.
  • Requires eight (8) years of experience with requirement gathering and management. (Business, functional, technical, non-functional, business rules & data mapping)
  • Ability to create & translate business use cases into business, functional, and performance requirements.
  • Requires eight (8) years of experience utilizing project management tools such as MS PowerPoint, MS Visio, MS Project, MS Teams, JIRA, VersionOne, Azure DevOps, or similar tools.
  • Requires excellent communication skills to present technical information to non-technical stakeholders/business users and make presentations to large and small audiences.
  • Requires expertise in problem solving and critical thinking.
  • Requires the ability to facilitate a shared understanding of the problem, possible solutions, and change management to determine the scope of a project.
  • Ability to prepare testing plans, test scripts, RTM and test data, for new or modified programs and/or systems.
  • Ability to write user stories, use cases, and program specifications.
  • Ability to negotiate with business and/or technical stakeholders to evaluate possible solutions.
