POSITION DESCRIPTION:
Inadev is seeking a strong Software Engineering Lead to provide program leadership for FEMA. The role is accountable for planning and directing Agile application development and the migration of a complex on-premises application environment to a secure, FedRAMP-authorized cloud within milestone-driven schedules. The Software Engineering Lead establishes engineering standards, enforces DevSecOps practices, manages risks and dependencies, and ensures alignment with FEMA program priorities. This is a leadership position with responsibility for directing Agile DevSecOps teams.
RESPONSIBILITES:
- Define and execute the engineering strategy and delivery plan for Agile application development and cloud migration in alignment with program milestones.
- Lead cross-functional delivery teams (application engineering, SRE, testing, security, data) and drive outcomes through disciplined DevSecOps and CI/CD practices.
- Establish and maintain engineering guardrails: definitions of ready/done, branching strategy, code quality metrics, automated testing, application security scanning across code and runtime, IaC baselines, and change control.
- Identify, track, and mitigate risks and inter-team dependencies to protect schedule, scope, and quality commitments.
- Collaborate with product, program management, and government stakeholders to prioritize scope, manage trade-offs, and maintain delivery cadence.
- Integrate security and compliance into delivery (A&A activities, POA&M management, vulnerability remediation) and conform to FEMA/DHS standards.
- Design and enforce a Zero Trust aligned delivery posture (least privilege, continuous verification, segmentation, and strong identity/policy controls) across application, data, network, and cloud services.
- Implement and mature reliability and observability practices (service reliability indicators/objectives, incident management, post-incident reviews).
- Manage capacity planning, staffing recommendations, onboarding, and performance oversight to sustain delivery velocity.
- Provide transparent, metric-driven reporting (throughput, lead time, cycle time, deployment frequency, change-failure rate, time to restore) to the PMO and customer leadership.
- Drive continuous improvement in processes, tooling, and automation to reduce time-to-value.
- Support cloud-based disaster assistance applications, including integration with partner agency systems and migration to open source or commercial solutions as appropriate.
- Champion agile project management standards and ensure consistent adoption across all programs.
NON-TECHNICAL REQUIREMENTS:
- Must be willing to work on a HYRBID Schedule (2-3 Days) in Reston, VA & client locations in the Northern Virginia/DC/MD area as required.
- Ability to pass a 7-year background check and obtain/maintain a U.S. Government Clearance.
- Must have professional experience supporting Department of Homeland Security (DHS) programs/contracts within the last 2 years.

MANDATORY REQUIREMENTS/SKILLS:
- Bachelors Degree (in a technical discipline i.e. Computer Science)
- Must have 8+ years of experience leading software engineering teams delivering enterprise systems in the federal sector.
- Must have 5+ years of experience leading Agile delivery at scale.
- Must possess proven leadership experience of on-premises-to-cloud application migration in FedRAMP environments (AWS and/or Azure), including cutover planning and execution under tight schedules.
- Must have hands-on experience in implementation and operation of DevSecOps and CI/CD pipelines with automated quality and security controls (e.g., code-scanning, runtime application security testing, IaC policy enforcement, compliance checks).
- Must have experience coordinating delivery across multiple vendors and government stakeholders; strong written and oral communication skills, including executive-level briefings.
