Location Requirement: Role is Hybrid (2 days Onsite per week) Candidate must be a CURRENT SC Resident. No Relocation allowed

The Division of Technology Services is responsible for developing, implementing, maintaining, and obtaining multiple mission critical applications for the Department of Social Services.

The Department seeks a highly motivated individual with advanced experience and extensive software development skills to play a key role in the Application Development team that will deliver new DSS child welfare Re-Engineering projects. The candidate will serve as the systems program project lead.

Primary Responsibilities

  • lead the development of system modifications to support the interface with the Division of Child and Family Services; Child Support System, PACSS and CAPSS
  • Lead the development of bi-directional interfaces with the department of health and human services, Department of Education, Department of Mental Health that meet state and federal requirements.
  • Assist with ongoing maintenance and operations of the child and adult protective services system and all sub systems.
  • assist in the planning and system design to implement the new CCWIS and AFCARS federal requirements.
  • Lead the development and implementation of CAPSS changes of the Michelle H. settlement agreement.
  • Assist with the development and support for Families First Preventive Services Act (FFPSA)
  • Develop data files for federal reporting, state reporting and ad hoc requests.

Required Skills:

  • 10+ years of experience independently designing and implementing medium to large-scale software systems and components using .Net architectures.
  • 8+ years experience developing data-driven applications utilizing SQL as part of the overall application architecture.
  • 8+ years experience building Windows/web-based software systems, utilizing N-tier architectures, dynamic content, highly scalable approaches, and complex security models/implementations.
  • 5+ years of experience with Microsoft operating systems and at least two application, database, messaging, or web server systems (MS Server, Team Foundation Server, Visual).

Preferred Skills:

  • Preference will be given to experience related to Child welfare or human services system design and development
  • Experience with SACWIS/CCWIS requirements and objectives.
