Key Responsibilities
- Data Strategy & Leadership
- Lead state-wide data practice, strategy, and governance.
- Identify data needs, design scalable solutions, and promote data adoption.
- Integrate ML/NLP/AI opportunities into service improvements.
- Mentor non-technical teams to use data effectively.
- Analysis & Measurement
- Analyze complex datasets (Google Analytics, behavioral data, transactional data).
- Build dashboards, reports, and visual narratives (Power BI).
- Identify trends, opportunities, and KPIs.
- Lead data maturity frameworks and impact measurement.
- Technical Architecture & Operations
- Maintain and optimize data pipelines, ETL processes, and databases.
- Establish enterprise data architecture standards (metadata, lineage, interoperability).
- Work with Salesforce, Sitecore, Azure, and cloud/on-prem systems.
- Scale data systems and ensure integrity and uptime.
- User Enablement & Collaboration
- Train teams on data tools, usage, and workflows.
- Conduct workshops, develop KPIs, and ensure cross-team alignment.
- Serve as the bridge between business and technical stakeholders.
Must-Have Experience (Minimum 3+ Years)
- Data Collection & Analysis
- Behavioural data analysis (GA4), user metrics, predictive & gap analysis.
- Quantitative/qualitative research, statistical analysis.
- Power BI dashboarding, storytelling with data.
- ETL, data cleansing, data modeling, and documentation.
- Survey analysis and ROI analysis.
Technical Expertise
- Data pipelines, ETL, SQL, Power BI, Azure Data Lake.
- Python or R for data manipulation.
- Modern data stack tools (Databricks/Synapse/Snowflake/Airflow).
- Data governance, quality, modeling, and big data (structured/unstructured).
- Analytics platforms admin (GA4, GTM, Excel).
- Working across on-prem + cloud (Azure, Salesforce).
- Strategy, Communications & Governance
- Direct leadership of a data function/practice.
- Presenting insights to leadership and stakeholders.
- Building data strategy, tools, training, governance, KPIs.
- Cross-functional collaboration in enterprise/public sector environments.
- Market/competitor research, feedback loops, user research, and testing frameworks.
Preferred Qualifications
- Domain expertise: Health, Business, or Education.
- Experience with CRM (Salesforce), CMS (Sitecore), and first-party metrics.
- ML/AI knowledge and data ethics awareness.
- 2+ years Power BI, user research, and data governance.
- 1 year API development, marketing metrics, project management.
