Must have:
Seven (7) to nine (9) years of relevant experience directly managing technical initiatives with a large complement of project team members throughout the various IT areas, technical complexity, and vendor involvement.
This position requires a high degree of skills, including but not limited to, budgeting, communication (verbal and written), leadership, negotiation and influencing, organizational, problem-solving, team building, human resource, and soft interpersonal skills.
Experience with PEGA platform implementing Electronic Case Management (ECM) solutions.
The position requires a high degree of business and technical knowledge.
- Bachelor s degree in computer science, or equivalent
- 8+ years of experience in understanding of core computer science principles and algorithms
- 2+ years as a technical lead of medium to large teams.
- Expertise in IT enterprise solution designs using both off-the-shelf and custom solutions.

Contemporary Staffing Solutions is seeking an Application Development Lead to join our client to guide the design and delivery of complex enterprise technology solutions. In this role, you will drive strategic initiatives, lead cross-functional teams, and ensure high-quality technical outcomes across a modern application ecosystem. This position plays a critical part in advancing platform capabilities, improving operational efficiency, and enabling scalable business processes. This is a direct hire, hybrid opportunity based in Wilmington, DE or Colorado Springs, CO, requiring onsite presence three days per week during standard business hours.
Work Schedule:
Hybrid, 3 days onsite; Monday Friday, normal business hours.
Key Responsibilities of the Application Development Lead:
- Direct end-to-end solution delivery, overseeing technical execution, team leadership, vendor collaboration, and risk management across large-scale initiatives.
- Shape and refine enterprise application architectures by evaluating requirements, optimizing system design, and guiding adoption of best practices across platforms and integration points.
- Lead the development and enhancement of the Licensing and entitlement management ecosystem, ensuring seamless functionality, operational efficiency, and alignment with evolving business needs.
- Partner with business stakeholders and global teams to translate requirements into scalable technical solutions, presenting recommendations and documentation to diverse audiences.
- Govern platform performance by troubleshooting issues, strengthening day-to-day operations, and driving continuous improvement across interconnected systems.
Qualifications and Skills for the Application Development Lead:
- Extensive experience guiding technical programs or projects within complex IT environments, including responsibility for budgeting, leadership, and cross-team coordination.
- Strong foundation in computer science principles, algorithms, and enterprise solution design, supported by a related degree or equivalent hands-on expertise.
- Background serving as a technical lead for medium to large teams, with proven success implementing both custom and off-the-shelf solutions.
- Hands-on experience with the PEGA platform and delivering Electronic Case Management (ECM) or similar enterprise applications.
- Ability to communicate technical concepts clearly through presentations and documentation and to influence stakeholders across architectural, business, and operational teams.
