Job Description:
- The Senior Project Manager will lead complex healthcare IT projects in the public sector, ensuring delivery of solutions that meet business requirements, adhere to digital service standards, and support enterprise-wide transformation.
- The role requires managing cross-functional teams, coordinating with multiple ministries and vendors, and ensuring compliance with public sector I&IT methodologies.
- Ensure project deliverables meet business requirements, timelines, scope, and budget, in alignment with client project management methodologies.
- Lead organizational development, strategy development, business planning, and funding requests.
- Develop and manage detailed project schedules, integrated plans, and complex budgets across multiple funding channels and ministries.
- Oversee fiscal management, including cost estimates, forecasting, reconciliation, and financial reporting.
- Define team roles, set expectations, manage resources, resolve conflicts, and promote knowledge sharing among staff and consultants.
- Prepare and maintain key project artefacts (Charter, Integrated Project Management Plan, change requests, close-out reports) and conduct schedule/variance analysis.
- Monitor progress, track critical path activities, and provide regular status updates to executives and stakeholders.
- Identify, assess, and mitigate project risks and issues, escalating and recommending strategies to senior leadership.
- Establish governance structures and participate in executive, steering, and working groups.
- Lead change management and business transformation activities, including adoption plans, resistance management, and knowledge transfer.
- Promote client I&IT standards, best practices, and unified project methodologies to ensure system quality and effective use of resources.
- Drive agile delivery with product-focused teams, collaborating with business analysts and system designers to define scope, translate business requirements into functional specifications, and ensure alignment with operational/IT needs.
- 5+ years of experience working with federal, provincial, or broader public sector healthcare projects.
- Knowledge of the Ontario Digital Service Standard, including user-centered design, accessibility, privacy, and security principles.
- Experience identifying, prioritizing, and articulating risks and issues at senior executive levels, with mitigation strategies.
- Proven track record driving agile delivery with product-focused teams.
- In-depth knowledge of the Ontario eHealth Technology landscape, including Client, Provider, and Consent Registries, as well as Audit Solutions.
- Understanding of Public Sector Enterprise Architecture artifacts, processes, and practices.
- Familiarity with Ministry policy, IT project approval processes, and large complex health-related IT projects.
- Strong leadership, collaboration, and people management skills.
- Analytical, problem-solving, decision-making, and troubleshooting capabilities.
- Excellent communication skills (interpersonal, verbal, written, and presentation), with ability to influence and engage stakeholders.
- Skilled in active listening, facilitation, negotiation, and conflict resolution.
- Experience preparing comprehensive project documentation, dashboards, reports, and presentations.
- Ability to develop training and communication materials for system implementations and adoption readiness.
- Dedicated to delivering outstanding client service with professionalism and diplomacy.
- Highly motivated, adaptable, detail-oriented, and able to manage multiple priorities and meet tight deadlines.
