The Department for Outcomes is seeking a highly driven Senior Outcomes Specialist with a sharp analytical mind, high-level consultancy skills, and world-class interpersonal agility to help shape the future of development results measurement and delivery.
This is not your average development position. In this role, you will be at the forefront of transforming how the World Bank Group (WBG) drives and measures outcomes-from climate and gender to jobs, private capital mobilization, and digital inclusion. You will thrive in a dynamic environment where strategic thinking meets real-time action, and where your expertise will influence cross-sectoral investments and inform high-stakes decisions at the highest levels of leadership.
The Department for Outcomes provides strategic direction, innovation, and institutional accountability to anchor a culture of measurable impact across the WBG. The department houses two interdependent units:
The Outcomes Measurement Unit , which leads the development of metrics and systems to track the WBG's most critical priorities.
The Outcomes Delivery Unit , which ensures those priorities translate into results by overseeing delivery routines, stocktaking, and institutional engagement.
Together, these units drive performance across WBG operations and embed outcome orientation at the heart of strategy, implementation, and evaluation.
Duties and accountabilities:
Strategic and Analytical Leadership
Translate complex data into clear, actionable insights that improve outcome delivery across priority areas such as jobs, healthcare, gender, energy, and climate.
Lead the development and implementation of outcome-focused strategies and metrics across multiple sectors, combining qualitative judgment with quantitative rigor.
Design innovative, AI-enabled tools and approaches to track impact, support pipeline optimization, and strengthen institutional learning.
Delivery Excellence
Apply delivery science methodologies to identify bottlenecks, track progress, and support real-time course correction across priority programs.
Facilitate strategic stocktakes, outcome reviews, and client-focused dialogues in collaboration with Regions, Global Practices, and IFC/MIGA counterparts.
Support the operationalization of corporate targets and thematic scorecards, ensuring outcomes are embedded in projects and advisory services.
Data and Digital Analytics
Build and refine predictive models and data pipelines that inform implementation strategies and support strategic decision-making.
Leverage advanced analytics, including machine learning and natural language processing, to assess development impact and performance.
Provide hands-on support to operational teams in customizing tools and interpreting data for enhanced delivery.
Stakeholder Engagement and Communication
Engage and influence senior leadership with evidence-backed insights and tailored communications.
Design and facilitate high-level workshops and cross-sector collaboration platforms with MDBs, clients, and advisory groups (e.g., the Jobs Council).
Prepare compelling presentations, dashboards, and reports that support high-level decision-making and storytelling for development impact.
Selection Criteria
Education : Master's or PhD in Economics, Public Policy, Statistics, Engineering, Data Science, or a related field.
Experience : Minimum 8 years of professional experience, including time in delivery units, high-level management consulting, or advisory roles in complex institutional settings.
Technical Excellence :
i)Proficiency in cutting-edge data analytics, econometrics, AI/ML, and data visualization platforms.
ii) Demonstrated success in designing strategic frameworks, implementation plans, and monitoring systems for large-scale programs in various sectors
Soft Skills:
i) Outstanding communication, facilitation, and storytelling skills for diverse audiences.
ii) Strong presence and influence in high-level settings; a natural relationship builder across technical and policy domains.
iii)Agile problem solver with the ability to lead in fast-paced, ambiguous, and high-pressure contexts.
Institutional Acumen :
i) Deep understanding of international development, MDB systems, and development effectiveness agendas.
ii) Prior experience in WBG operations and knowledge of corporate processes (e.g., Scorecards, tagging systems) is an asset.
