Location: Tallahassee, FL
Job Type: Contract (W2, C2C or 1099)
Position: Onsite, No Remote Work Allowed.
Job Summary:
The Office of Information Technology seeks a seasoned Business Communications Specialist to lead strategic communications for key modernization initiatives, including the PMO, OBIS Modernization, and Cloud Modernization Programs. This role ensures clear, consistent, and compliant messaging aligned with agency-wide technology transformation goals. The specialist will collaborate with internal teams, leadership, and external stakeholders to drive communication planning, change management, and public messaging.
Key Responsibilities:
- Strategize and Align Communication: Develop and implement communication strategies that support OIT initiatives and align with the agency's modernization goals.
- Coordinate and Standardize Messaging: Ensure consistent messaging across major projects like OBIS and Cloud Modernization throughout all phases.
- Lead Stakeholder Engagement: Act as the central liaison between OIT, external partners, government agencies, and the Department s Office of Communications.
- Manage Internal Communication Channels: Create and maintain tools such as newsletters, dashboards, and status reports to enhance internal engagement and transparency.
- Support Compliance and Crisis Communication: Contribute to change management plans, crisis messaging, and ensure all communications comply with CJIS, HIPAA, and NIST standards, using metrics and feedback for continuous improvement.
Required Qualifications:
- Bachelor s degree in Communications, Computer Science, Information Systems, or a related field, or equivalent work experience (4 years of relevant experience may substitute for a degree on a year-for-year basis).
- 10+ years of professional experience in strategic communications, public affairs, or project management, with a strong focus on IT and public-sector environments.
- Proven ability to manage complex communications across multiple, concurrent large-scale IT initiatives.
- Demonstrated experience in change management, crisis communication, and executive-level reporting.
- Strong understanding of federal/state IT compliance frameworks including CJIS, HIPAA, and NIST.
- Outstanding writing, editing, verbal communication, and presentation skills.
Preferred Qualifications:
- Experience supporting large-scale digital transformation or government modernization programs.
- Working knowledge of communication tools such as SharePoint, Microsoft Teams, and cloud-based project dashboards.
- Familiarity with Agile and Waterfall project management methodologies.
