Location: Austin, TX (100% Remote - Texas Residents Only)


Contract: Feb 2026 - Aug 2026 (up to 1,184 hours)


Rate: Up to $127.59/hr (W2 or C2C per vendor)

Texas Health and Human Services Commission (HHSC) is seeking Senior Business Analyst III resources to support the PASRR IHSS Automation project, enhancing the Long-Term Care Online Portal (LTCOP) for Medicaid services.


Key Responsibilities:


Lead business analysis for complex Medicaid system enhancements


Gather, document, and validate business and system requirements


Support Agile delivery, backlog prioritization, and user stories


Create test plans and support UAT


Identify project risks and mitigation strategies


Collaborate with program leadership, Product Owners, and sprint teams


Required Experience:


8+ years as a Business Analyst on application development projects


Strong requirements documentation and stakeholder engagement skills


Agile methodology experience


Test planning and execution experience


Medicaid Management Information Systems (MMIS) experience


Strong communication and documentation skills


MS Teams, Word, Excel, Visio, PowerPoint


Preferred:


Texas Medicaid / PASRR experience


Long-Term Care Online Portal (LTCOP) experience

Job Responsibilities

  • Analyze program policies and procedures and assess impacts on automated systems
  • Elicit, document, and validate complex business and system requirements
  • Review and approve vendor-produced technical and functional documentation
  • Serve as a liaison between business stakeholders, technical teams, and vendors
  • Develop and maintain business process maps, system design procedures, and quality standards
  • Identify, prioritize, and manage the product backlog and user stories
  • Create test plans, test strategies, test scenarios, and exit criteria aligned to requirements
  • Execute and support system testing and User Acceptance Testing (UAT)
  • Track, document, and report testing status, risks, issues, and mitigation strategies
  • Identify potential project risks and recommend mitigation strategies
  • Support Agile ceremonies and SDLC activities
  • Develop training materials and conduct end-user training as needed
  • Perform additional duties as assigned to support project goals




qualifications:

Required Qualifications


8+ years of experience as a Business Analyst on application or software development projects


Proven experience gathering, documenting, and validating business and system requirements


Strong experience reviewing and approving vendor-produced technical and functional documentation


Hands-on experience with Agile / Scrum methodology, including backlog management and user story prioritization


Experience creating test plans, test scenarios, and exit criteria, and supporting User Acceptance Testing (UAT)


Knowledge of Medicaid Management Information Systems (MMIS) and Medicaid program processes


Ability to report project status, risks, and issues to leadership


Strong written and verbal communication skills


Proficiency in Microsoft Teams, Word, Excel, Visio, and PowerPoint


Must be a Texas resident and able to pass a background check


Preferred Qualifications


Experience with Texas Medicaid programs


Knowledge of PASRR (Preadmission Screening and Resident Review) processes


Experience with Long-Term Care Online Portal (LTCOP)


Prior experience developing training materials or conducting end-user training


Experience working with state agencies or government programs


Ability to identify and mitigate project risks in a regulated environment
