Job Description

Business Justification: Without this role we will not have a central contact that is managing project deliverables and interfacing with the Divisions and potential vendors on a daily basis.

This will create risks as there are many moving parts that must be managed and deadlines that must be met for successful implementation.

TxDOT Work to be Accomplished

  • The Project Manager Lead is an Information Technology (IT) position that will provide oversight, guidance and support to program and project managers.
  • This role must be familiar with industry leading project management methodologies and governance processes that facilitate the delivery of successful projects.
  • The focus of this role will be to provide leadership to experienced program and project managers and offer guidance on project management functions, as needed.
  • Additionally, this role will provide support and offer best practices on the project management methodology and tool set used in the Project Management Office.

The worker s responsibilities and skills must include:

  • Experience with leading and managing experienced program and project managers
  • Ability to provide guidance and leadership to keep projects on track and focused
  • Experience with general IT SDLC processes
  • Experience with implementing Enterprise Systems Integration projects
  • Ability to create and maintain several project artifacts including Project Timeline, Risk & Issue Log, Communication Plan, Stakeholder Register, etc.
  • Strong written and verbal communication skills
  • Being a creative thinker to solve issues
  • Experience with mediating business units that may have conflicting requirements
  • Experience with driving Systems Integration delivery projects from 3rd Party vendors to delivery acceptance and project closure
  • Experience with delivering project scope while adhering to and optimizing schedule, costs, and resources. Projects include TxDOT, partners, and third-party deliverables
  • Experience working with vendors to ensure successful delivery of contract deliverables
  • Be the hands-on leader for project managers
  • Prepare and present executive level project communications, project tracking and stakeholder management
  • Experience with identifying, managing and mitigating project risks and issues

Minimum Requirements:

  • 8 Years - Experience in leading and managing seasoned program and project management staff
  • 8 Years - Experience in creating and maintaining various project artifacts including: Project Timeline, Risk & Issue Log, Communication Plan, Stakeholder Register, etc.
  • 8 Years - Experience with general IT SDLC processes
  • 8 Years - Skilled in business process creation
  • 8 Years - Skilled in gathering requirements from business divisions
  • 8 Years - Skilled in documenting AS-IS and TO-BE process flows
  • 8 Years - Skilled in educating business unit staff on standardized processes
  • 8 Years - Possess strong verbal and written skills in communicating with peers and different levels of users including executive staff
  • 8 Years - Skilled in facilitating large group meetings with internal and external resources
  • 8 Years - Skilled in collaborating with the technical and functional teams to develop the Technical Specification and other documents

Preferred Skills and Qualifications:

  • 5 Years - Experience with one or more of the state of Texas government agencies
  • 5 Years - Experience with multivendor and software professional services for communication service provider or enterprise customers is preferred
  • 5 Years - PMP certification is a plus along with virtualization and networking technology certifications
