The North Carolina Department of Health and Human Services (NCDHHS) seeks an Organizational Change Management and Communications Leader to lead communications and organizational change management efforts necessary to successfully transition hundreds of stakeholders, across many organizations, from an older way of operating to new business processes and technology. An NCDHHS project modernizing processes and technology is anticipated to receive a wide variety of end user reactions, ranging from full support to full resistance therefore, the CARS project seeks an exceptionally empathetic, thoughtful, creative, collaborative leader, with strong OCM technical expertise, to ensure end user buy in and maximize adoption rate. The project team is highly cross-functional and collaborative; therefore, a flexible team partner willing to jump on a wide variety of tasks will additionally be greatly appreciated.- This OCM and Communications Leader will work with hundreds of stakeholders, and guide the stakeholders through the adoption journey over the course of approximately 12+ months.Experience working with a State government, counties, departments of social services, and/ financial management processes will likely enhance an individual s potential candidacy with the project.The Organizational Change Management and Communications Leader will:Apply a structured methodology and lead change management activities: Document and leverage a change management methodology, including conducting the change assessment, process and tools to create a strategy to support adoption of the changes required by the project.Lead communication efforts hands-on: Craft and deliver project communications for a wide variety of stakeholders. Evidenceof professional consultant-grade MS Powerpoint skills will be well received andenhance candidacy for this role.Lead cross-functional Stakeholder AdvisoryForum: The project has proposed a forum to garner project support, elicitpotential requirements, and provide a conduit from Super Users and Leaders tothe project team. This forum is also expected to be a space where participantscan voice concerns, so the project team might respond to and create solutionsfor these voiced concerns. This OCM and Communications Leader is slated tofacilitate and lead this Forum.Assess the change impacts: Conduct impactanalyses, assess change readiness, and identify key stakeholders.Support training efforts: Provide input,document requirements, and support the design and delivery of trainingprograms.Support User Acceptance Testing: Provideinput, document requirements, and support the design and delivery of testingprograms.Additional responsibilities:
- Complete change management assessmentsIdentify, analyze and prepare risk mitigationtacticsIdentify and manage anticipated and persistent resistanceConsult and coach project teamsCreate actionable deliverables for the core change management plans: Sponsor Plan, People Manager Plan, Communications Plan, and Training PlanCreate actionable deliverables for any required "Extend" plans, such as the Resistance Management PlanSupport and engage senior leadersCoach people managers and supervisorsSupport organizational design and definition of roles and responsibilitiesCoordinate efforts with other specialistsIntegrate change management activities into the project planEvaluate and ensure user readinessManage stakeholdersTrack and report issuesDefine and measure success metrics and monitor change progressSupport change management at the organizational level and Manage the Change Portfolio
