Job Title: Senior MS Power Platform developer
Duration: 18 months (contract)
Location: Portland, OR
Location Requirement: Interested candidates must be located within 30 miles of Portland, OR. The agency is open to offshore work for some aspects of the project but expects points of contact to be local enough to allow for in-person collaborations and training.

We are seeking a Sr MS Power Platform developer to oversee the modernization of our client's Case Management System (CMS). This project aims to replace the current CMS with a more sophisticated and secure solution, transitioning away from legacy Microsoft MS Access technologies. The new system will support essential functions such as conducting hearings and overseeing the monitoring, supervision, and treatment of high-risk individuals with mental health diagnoses who are conditionally released to community settings.

Responsibilities:

  • Collaborate with project stakeholders to understand data migration requirements and develop migration strategies.
  • Execute the migration of secure data from 4 Microsoft Access Databases to MS Dataverse in accordance with project timelines.
  • Identify and develop essential CMS functionalities using Microsoft Power Platform Suite, including MS Power Apps, Power BI, Power Pages, and Power Automate.
  • Provide go-live support and user training for essential CMS functionalities developed during Phase 2 of the project.
  • Lead the creation of a public-facing Web Portal using Microsoft Power Pages and other selected workflow enhancements during Phase 3 of the project.
  • Collaborate with internal teams and external vendors to ensure successful implementation and deployment of developed solutions.
  • Proactively identify and address technical challenges and risks throughout the project lifecycle.
  • Ensure compliance with best practices and standards for data migration and application development.

Qualifications: The ideal candidate will be highly motivated, adaptable, and able to thrive in a fast-paced environment. They will possess a passion for technology and a drive for continuous learning and improvement.

  • Bachelor s degree in computer science, Information Technology, or a related field; or equivalent professional experience.
  • Minimum of 5 years of hands-on experience with data migration projects, specifically from MS Access to MS Dataverse.
  • Proficiency in Microsoft Power Platform technologies, including MS Power Apps, Power BI, Power Pages, and Power Automate.
  • Demonstrated experience in developing and implementing complex CMS functionalities using Microsoft Power Platform Suite.
  • Strong understanding of database management principles and best practices.
  • Excellent problem-solving skills and the ability to troubleshoot technical issues independently.
  • Proven track record of delivering projects on time and within budget.
  • Effective communication skills, with the ability to collaborate with cross-functional teams and communicate technical concepts to non-technical stakeholders.
  • Experience providing go-live support and user training for developed solutions.
  • Strong attention to detail and a commitment to delivering high-quality solutions that meet project requirements and objectives.

Deliverables:
The Senior MS Power Platform Developer will be instrumental in ensuring the successful execution of each project phase and the overall modernization of the CMS. They will be expected to demonstrate expertise in Microsoft Power Platform technologies and a proactive approach to problem-solving and project management:
Phase 1: Data Migration: Start Date: 07/01/2024 End Date: 10/31/2024.

  • Migration of secure data from 4 Microsoft Access Databases to Dataverse (estimated 8-10 weeks).

Phase 2: Essential CMS Functioning: Start Date: 07/01/2024 End Date: 02/28/2025.

  • Identification and development of essential CMS functionalities using Microsoft Power Platform Suite.
  • Go live support and user training provided (estimated 16-18 weeks).

Phase 3: Program Enhancement: Start Date: 03/01/2025 End Date: 04/12/2025.

  • Creation of a public-facing Web Portal using Microsoft Power Pages and other selected workflow enhancements utilizing Microsoft Power Platform Suite.
  • Go live support and user training provided (estimated 5-6 weeks).
