Job Details

Title: IT Internet / Web Engineer Project Lead
Location: Blythewood, SC (Onsite)
Duration: 12 Months


Project Scope

This role will lead the design, development, and implementation of an internal Employee Resource Hub using SharePoint Online. The final solution must be fully maintainable by internal Communications and IT staff once delivered.


Required Skills

  • 5+ years experience designing, developing, and maintaining SharePoint Online sites

  • 3+ years experience administering Teams and/or SharePoint in O365

  • 3+ years experience with Azure/Entra ID and Active Directory

  • 5+ years experience with HTML and CSS in SharePoint Online environments


Preferred Skills

  • UI/UX design experience for SharePoint environments

  • Previous experience developing SharePoint solutions for public sector or state agencies


Responsibilities

  • Develop a site map and information architecture tailored to an Employee Resource Hub concept

  • Translate business needs into scalable SharePoint solutions

  • Design, build, and configure SharePoint Online sites, pages, workflows, and supporting components

  • Provide ongoing support, troubleshooting, and performance optimization

  • Implement and maintain SharePoint security and compliance configurations

  • Manage project timelines, communication, and progress reporting

  • Create technical documentation and user training materials

  • Deliver training to administrators and content contributors

  • Ensure all SharePoint development aligns with organizational and state-level standards


Acceptance Criteria

The Employee Resource Hub will be accepted once:

  • Functional and technical requirements are met

  • Content migration is completed

  • User Acceptance Testing (UAT) is successful

  • Training has been provided to designated staff

  • Final approval is granted by project leadership


Design & Branding Requirements

  • Create a cohesive, branded visual design

  • Build landing pages for core divisions and functional areas

  • Support rotating banners, quick link buttons, and event listings

  • Ensure ADA/Section 508 accessibility and mobile responsiveness


Development & Configuration Requirements

  • Configure SharePoint site collections and/or hub site structure

  • Build sections for divisions/departments with customizable content areas

  • Implement support for:

    • Employee highlights, recognition, and internal messaging

    • Event calendars and resource directories

    • Downloadable branded assets (logos, templates, documents)

    • FAQ modules, onboarding content, and common help resources

  • Enable page-level admin roles for designated staff

  • Support scheduled updates, blog-style posts, embedded media, and formatted forms

  • Enable site analytics and content engagement metrics

  • Support feedback, polling, and suggestion submission functionality

  • Provide simplified site URL naming and administrative access controls


Security, Compliance & Governance

  • Configure Azure AD authentication and single sign-on

  • Ensure compliance with organizational cybersecurity and data policies

  • Implement retention policies, audit logging, and accessibility standards


Testing & Quality Assurance

  • Conduct functional, usability, and security testing

  • Facilitate UAT with division representatives

  • Resolve documented issues prior to final deployment


Training & Documentation

  • Provide training for site administrators and content contributors

  • Deliver full documentation of build architecture and processes


Deployment & Post-Launch Support

  • Deploy the completed hub to production

  • Migrate approved content and configure permissions

  • Provide post-launch support and issue resolution through contract duration

  • Offer optional continuing support after completion if needed
