Responsibilities

Key Responsibilities:

Oversee USAID BHA's Emergency Operation Center and provide leadership across all IT functions, services, and support.
Manage and maintain staffing levels to support ongoing operations and the stand-up seven (7) concurrent RMTs and seven (7) concurrent DARTs.
Maintain a response operation readiness posture to support an immediate and moment's notice requirement to provide disaster-based humanitarian assistance consistent with Service Level Agreements.
Ensure the ongoing availability of IT Support & Services across the three phases on disaster response, i.e., Stand-up, Transition Support, Demobilization.
Ensure conference room capabilities are provisioned and operational, to include multimedia, video, and conferencing support and services in all BHA facilities, conference spaces, and for conferences and leadership events.
Provide support and services within the USAID Google environment to ensure that all aspects of BHA response operations meet the response management system standards, processes, and procedures.
Oversee incident and request management services to ensure that a standard approach to triage issues is used across the support team; identify gaps and provide a solution as needed.
Ensure all readiness and response-specific processes are documented and maintained.
Continuously keep up to date on hardware, software, network, system, service, security, or other potential updates and/or impacts as the USAID environment changes.
Ensure all readiness and response-specific processes are reviewed for improvements and further automation when/where possible.
Continuously work with the response management operations teams and leadership to ensure response support and services are periodically validated, re-engineered, tested, and evolve as the response management system requirements evolve and mature.
Ensure equipment related to response operations (e.g., laptops, mobile devices, etc.) and licenses (e.g., RSA hard and soft tokens) cache meet threshold standards for readiness.
Perform information technology readiness testing for all equipment, software, and services required by BHA staff. This includes but is not limited to (network services, mobile device services, hardware redundancy) testing in advance to ensure that at the time of a disaster response activation, services are reliable, available, and timely for all BHA staff.
Support BHA response operations training and simulations utilizing the standard processes for standup, response transition support, and demobilization and to further ensure readiness.
Draft monthly Response Support and Services Readiness Report.

Qualifications

Basic Qualification:

U.S. Citizen; eligible for U.S. Security Clearance.
Ten (10) to eleven (11) years' experience managing an IT infrastructure environment.
Experience managing a Network Operations or Emergency Operations Centers.
Knowledge of IT infrastructure management best practices, e.g., ITIL.
Preferred Qualification:

Active Secret Security Clearance.
Project Management Professional (PMP) certification
ITIL v.4 Certification Target Salary Range

$135,000 - $216,000. This represents the typical salary range for this position based on experience and other factors.
