Job Description:
Responsibilities:
  • Provide the analysis, development and evaluation of new government-wide modernization stXXgies, plans and TSA direction, in order to recommend technology policies, standards and guidelines.
  • Identify and facilitate the creation of enterprise-wide solution development standards, policies and guidelines to support standardized practices, unify technologies, common technology stacks, share frameworks, methodologies, and patterns.
  • Recommend and create framework for solution development standards and enforcement based on industry best practices and previous experience.
  • Identify enterprise platforms, products, and technology stacks using common patterns and services that leverage a modular/composable architecture approach for standardization.
  • Develops, recommends, implements and manages IT Enterprise Architecture (EA) strategy and architect deliverables for the organization.
  • Define standards and policies across all TSA layers and approaches to mandate the adoption of standardized practices and shared technology platforms for the channels, integrations, infrastructure and security.
  • Establish governance processes to ensure compliance with defined standards and develop KPI and metrics to measure standards compliance XX and effectiveness.
Experience and Skill Set Requirements:

Technical skills - 50%:
  • Demonstrated experience in development and implementation of Enterprise Architecture and standardization practices for enterprise.
  • Knowledge and experience in Application architecture, Technology Architecture, Artificial Clientligence (AI).
  • Experience with modular architecture including microservices, API, standardized application patterns.
  • Demonstrated Strategic thinking and development, aligns strategic objectives with technology and resources.
  • Ability to define business capabilities and processes.
  • Experience providing direction on operationalizing business strategy including systems, processes and required data.
  • Demonstrated Transformation thinking, and understanding of data interdependencies.
  • Experience identifying technology risks and mitigations.
  • Experience developing IT strategy aligned with business vision.
  • Ability to streamline application landscape for optional performance, decommission redundancy and reduce cost.
  • Knowledge of Cloud architecture and relevant technologies to implement solutions in an enterprise environment (storage, web services, API, DevOps, security, networking, Middleware, VMware, CI/CD pipelines, etc.).
  • Familiarity in multiple programming and coding languages (.NET, , C#, Javascript, CSS, HTML, etc), application program interface (API) management, and network/security systems, and knowledge of various complex IT ecosystems.
  • Experience with AI, ML Machine learning, LLM Large Language Model, RAG Retrieval-Augmented Generation.
Communication, Consultation, Collaboration and Facilitation Skills- 50%:
  • Demonstrated experience using communication skills to discuss issues, seek common ground between parties, lead development of required standards.
  • Strong facilitation skills to lead design discussions and negotiations, and present recommendations and advice to stakeholders on introduction of new and emerging technologies related to digital product development.
  • Proven experience building relationships, liaising with external partners and vendors to coordinate projects and share information, being resilient and driven to deliver.
  • Ability to conceptualize and communicate technical concepts to stakeholders from different business areas and to inform, and advise on, potential issues.
  • Strong persuasion, networking and negotiating skills to assist business and IT managers to appreciate the long-term benefits of including technical and application architecture, assessing security and privacy in strategic planning, business transformations and IT projects.
  • Excellent analytical, problem-solving and decision-making skills; verbal and written communication skills; presentation skills; interpersonal and negotiation skills.
  • A team player with a track record for meeting deadlines.
  • Experience in Stakeholder Engagement including presentations and briefing notes and conducting / facilitating meetings.
  • Experience and knowledge in Project Candidateagement.
