Job Details

This position oversees day-to-day GIS operations to ensure the effective development and delivery of GIS services. The position is also responsible for GIS project management following enterprise and customer-specified requirements and oversees the GIS quality assurance function.

Work is performed with independence and initiative under general supervision. The work is evaluated through the accuracy, efficiency and quality of GIS programs and processes.

Essential Functions:
Plans, manages and oversees all GIS projects. Reviews and evaluates activities which may impact the overall effectiveness of the GIS applications.
Administers the GIS system. Establishes standards and protocols for data collection, storage, and updates, and supervises related activities to ensure compliance.
Monitors GIS software and hardware to maintain optimal performance. Identifies and recommends required GIS equipment.
Trains other staff in the use of GIS technology. Provides application system support for GIS users across the organization. Performs regular maintenance of complete GIS system, ensuring performance and stability of GIS infrastructure is maintained.
Develops and maintains the GIS Intranet website. Provides users with the capability to create maps and utilize GIS data for specialized activities. Collects and develops geo-spatial area databases, and builds and maintains GIS Intranet platform to create user-friendly datasets from aerial photos, CAD files, and GPS field data. Creates, deploys, and supports map services in support of any project initiatives.
Develops GIS apps for mobile devices.
Coordinates GIS projects and data sharing with regional partners. Hosts local GIS user group meetings. Ensures that systems provide required GIS data to partner entities.
Provides GIS technical information to vendors and others to assist in the integration of applications onto the GIS platform.
Prepares detailed specifications and oversees the implementation of new GIS data/ applications/processes.
Manages the GIS professional development and training program. Provides guidance and oversight for the GIS quality assurance program.
Assists in the development of appropriate training procedures to ensure standardized approaches to tasks and to provide appropriate levels of professional proficiency with equipment and software utilized.
Ensures that all GIS applications are properly supported, maintained and documented. Responsible for quality control and error determination procedures.
Monitors, responds to, and resolves Help Desk calls and tickets in keeping with established customer service standards. Evaluate technical issues and determine procedure necessary to resolve problem or produce workaround as applicable until problem can be resolved. Escalates complex issues to the appropriate technical resource in a timely manner.
Assists in developing, updating, and maintaining procedures and Help Desk knowledge base.
Assists with and provides support to team members accountable for any range of enterprise, infrastructure, network, security, database or other technology projects and assignments, as required.
Participates in meetings, committees and continuing education seminars to improve individual, departmental, and organizational performance and efficiency.
Performs or assists with any operations, as required to maintain workflow and to meet schedules and quality requirements.
Participates in any variety of meetings and work groups to integrate activities, communicate issues, obtain approvals, resolve problems and maintain specified level of knowledge pertaining to new developments, requirements, and policies.
Participates in all Operations and Maintenance rotational duties, including enterprise monitoring, incident support, on-call rotation and after-hours power tests.
Performs other related duties as assigned.

Competency:
Strong computer skills, proficiency with Microsoft Office Suite and other required software.
Demonstrate knowledge and competency of office methods, procedures and practices.

Experience at working both independently and in a team-oriented, collaborative environment is essential.

Mastery of GIS software tools and applications including but not limited to ArcGIS, ESRI ArcSDE, AutoCAD Suite, SQL, and MS Visio.
Practices and standards required for maintaining the GIS data.
Demonstrate complete understanding of GIS hardware and software applications development methods, tools, and utilities.
Demonstrate effective positive listening, oral and written communications including the development and delivery of presentations and training.
Exhibits initiative, responsibility and flexibility.

Education/Experience Requirements:
Bachelor's degree from an accredited institution in Geography, Planning, Environmental, Engineering, Computer Science, Surveying and Mapping, Geomatics, Geographic Information Systems, or closely related field required.
Certified Geographic Information Systems Professional (GISP) required (if not in possession at time of hire, certification must be obtained within two years).
Five to seven years of progressive experience in GIS operations management/administration and/or large scale GIS program. A Master's Degree or higher level degree may substitute for two years of experience.
ITIL Foundations Certification required (if not in possession at time of hire, certification must be obtained within 6 months - as condition of continued employment).
