DEPARTMENT MARKETING STATEMENT
Are you a skilled Project Scheduler ready to tackle the details of modern train and transit systems?
Metro is seeking a Project Scheduling Engineer to manage major capital projects within our $2.0B annual Capital Improvement Program. In this role, you will apply your knowledge in scheduling and project controls to ensure our large-scale projects finish on time and within budget, building the vital transportation networks of the future. This is a full-time position with flexible workplace reporting in MD-VA-DC offices and one day per week telecommuting, with travel to field and project sites as needed.
As the Project Scheduling Engineer, you will be responsible for managing project schedules from inception through closeout, utilizing strong oral and written communication skills. You will collaborate with, integrate, and advise various project and program departmentsincluding Safety, Quality, Contracts, Construction, Procurement, Engineering, Design, and Senior Managementon project status. You will also consult on potential issues and develop mitigation plans. The ideal candidate should possess technical expertise in planning, developing, and leading project and program schedules, as well as managing costs, resources, and changes across all of Metros capital construction programs to support business goals.

SUMMARY
The Project Scheduling Engineer provides technical expertise in the planning, development, and administration of project/program schedules, costs, resources, and changes for all WMATAs capital construction programs and supporting business goals. The incumbent collaborates, integrates, and advises various project/program departments (e.g., includes safety, quality, contracts, construction, procurement, engineering, design, and senior management) on the status of the project/program and, consults on any potential issues and mitigation plans. The incumbent is responsible for the project/ program schedule from inception through closeout.

MINIMUM QUALIFICATIONS
Education
- Bachelors Degree in Engineering Construction Management, or related field of study
- In lieu of a Bachelors Degree, a High School Diploma/GED equivalent and four (4) years of construction experience, in addition to the experience stated below will be considered
Experience
- Minimum seven (7) years of construction scheduling experience (e.g., bridges, tracks, walkways, stations, platforms, systems, testing, etc.) to include:
- three (3) years of scheduling experience in construction projects
- five (5) years of scheduling using scheduling software (i.e., the Primavera P6 program
- one (1) year construction claims and dispute resolution
- one (1) year in Project Management
Certification/Licensure
- Valid Motor Vehicle Drivers License
- Roadway Worker Protection (RWP) Certification, Level 1, within 6 months of hire and maintain for the duration of time in the job
Preferred
- Masters Degree in Engineering or Construction Management
SUMMARY
The Project Scheduling Engineer provides technical expertise in the planning, development, and administration of project/program schedules, costs, resources, and changes for all WMATAs capital construction programs and supporting business goals. The incumbent collaborates, integrates, and advises various project/program departments (e.g., includes safety, quality, contracts, construction, procurement, engineering, design, and senior management) on the status of the project/program and, consults on any potential issues and mitigation plans. The incumbent is responsible for the project/ program schedule from inception through closeout.
ESSENTIAL FUNCTIONS
- Analyzes Contractors Construction 90 days, 180 days, baseline, and monthly update Schedules for adherence to Contract requirements of scope, cost, quality, safety, procurement, permitting and project performance period, to provide WMATAs project/ program teams and senior management an accurate tracking tool to monitor contractor performance and confidence of a timely completion on budget.
- Plans, develops, and maintains preliminary, baseline, and monthly schedules for company-performed work (WMATA in-house force account work crews) for major and critical system-wide programs.
- Develops and monitors summary level engineering, procurement, construction, and commissioning for the program schedule to show the major deliverables, key milestones, and summary of work breakdown structure activities for tracking the project at a summary level.
- Prepares and evaluates Time Entitlement Analyses, including various forensic analysis per recommended practices and contract specifications, to advise senior management on time entitlement and facilitate the award of contracttimeextensions due to delays.
- Assists, reviews, and supports the risk register and project risk planning to ensure risks are effectively managed proactively to minimize impact on schedule and cost.
- Makes use of Earn Value Management techniques such as schedule/cost variance, schedule/cost performance index to determine the health of the project and provides advice and solutions to project/ program managers regarding any foreseen/unforeseen slippage or cost overruns.
- Prepares monthly project financial reports including cash flow projections, resource allocations and status of milestones to provide project/ program managers summary information on ongoing projects.
- Attends project meetings with project managers, various project teams and walks the project sites to verify progress and provide project managers schedule and costs related input.
- Develops the installation rates and estimates activity durations based on resources, general conditions, and project specifications to create realistic schedules and evaluate Contractors schedule activity durations.
- Develops and updates periodic forecasts to re-baseline the remaining plan based on the actuals and changes, continually providing a realistic plan to meet the project goals and budget.
- Advises and provides project details for the Integrated Master Schedule, including major milestones, durations, activities, and percent complete providing an overall look for all the ongoing projects and programs in the CAPD.
- Performs and recommends scheduling and reporting process improvement including other related project control activities to improve the performance and reporting of a project.
