Job Description
This role involves coordinating and monitoring activities across several concurrent, long-term, and on-going projects led by various program leads. Key responsibilities include tracking deliverables, ensuring deadlines are met, and fostering effective team collaboration.

The individual will also play a critical role in advancing both agency and statewide initiatives. This includes supporting the redevelopment of the statewide Health IT Strategic Plan through a structured stakeholder engagement process. Additional responsibilities may involve facilitating the implementation of standardized race, ethnicity, and language (REL) data collection across healthcare providers, and supporting or monitoring initiatives that are related.

This position is essential in aligning these efforts with our client s mission to promote equitable access to high-quality healthcare, control cost growth, and improve healthcare outcomes particularly through enhanced data sharing and system coordination.

Looking for a strategic advisor, project integrator, and operational leader responsible for coordinating statewide health IT initiatives, advancing regulatory and legislative priorities, and ensuring effective governance and execution across the APCD, HIE, AI governance, and interoperability programs. This role requires HIT knowledge, strong stakeholder engagement skills, and the ability to drive complex multi-agency initiatives to implementation. Handle multiple projects at a high level dealing with issue resolution, coordination.
Desired Key Skills Business Analysis Fundamentals:

  • Requirements gathering, stakeholder engagement, attention to detail, process modeling, documenting, and problem-solving.

Healthcare Domain Knowledge:

  • Deep understanding of Electronic Health Record (EHR) systems, health IT ecosystems, and regulations such as HIPAA, HITECH, and CMS.

Technical Skills:

  • Familiarity with data analysis tools (Excel, SQL, Tableau), project management software, and healthcare IT systems. Knowledge of health IT systems, interoperability (HL7, FHIR), data sharing, and patient privacy, security, and consent laws.

Soft Skills:

  • Adaptability. Empathy (ability to understand the impact of technology on patient care and provider workflows). Accuracy and attention to detail in documentation. Balance competing priorities between programs.

Cross Program Coordination & Project Management:

  • Ability to prioritize requirements across multiple programs based on impact, feasibility, and urgency.
  • Develop scopes of work, including project plans, schedules, and Gantt charts.
  • Coordinate with cross-functional teams to meet milestones.
  • Ability to document requirements, progress, and deliverables, assessing for overlap and alignment. Ability to align and map goals to state priorities and agency mission.

Stakeholder Engagement

  • Ability to engage a wide range of stakeholders: healthcare providers, carriers, policymakers, legislators, consumers, insurers, and associations.
  • Ability to develop an engagement strategy, gather and synthesize data, develop reports and presentations based on analysis, and implement recommendations.

Desired Knowledge/Experience and Skills

  • Experience working with state government agencies and/or programs.
  • Familiarity with transparency laws and best practices.
  • Skilled in project management software and collaboration tools.
  • Strong organizational skills.
  • Ability to effectively present updates and concepts in public-facing settings such as council meetings, through various presentation modes, including PowerPoint.
  • Knowledgeable about emerging technologies, healthcare laws/regulations such as HIPAA, HITECH, and CMS, and interoperability standards such as HL7, FHIR.
  • Ability to identify opportunities for improvements and enhancements and engage a team collaboratively towards achieving desired goals.

Educational Requirements

  • Relevant education may be substituted with equivalent professional experience.
  • Preferred degree programs include:
    • Bachelor s degree in business administration, healthcare management or administration, health informatics, or public health.
    • A health-focused Master of Business Administration.
