Job Description

We are seeking a Senior Database Developer with 10+ years of experience in Microsoft Access and cloud-native SQL to lead the migration of legacy Access databases into modern, high-performance SQL platforms. This role will work closely with program users to analyze existing data structures, design and execute schema transformations, ETL pipelines, validation checks, and cut-over plans, and guide stakeholders through a seamless data transition.

Database Development & Management
Enters codes to create production database.
Selects and enters codes of utility program to monitor database performance, such as distribution of records and amount of available memory.
Directs programmers and analysts to make changes to database management system.
Reviews and corrects programs.
Answers user questions.
Confers with coworkers to determine impact of database changes on other systems and staff cost for making changes to database.
Modifies database programs to increase processing performance, referred to as performance tuning.
Workers typically specialize in one or more types of database management systems.
Provides assistance in the planning, development, maintenance, and monitoring of integrated database systems, and ensures that the conceptual and

design phases of new applications are consistent with the structural parameters within the database environment.

Data Integration & Modeling
Evaluates users' requests for new data elements and systems, incorporates them into the existing shared data environment, and provides technical assistance.
Coordinates the use of data to ensure data integrity and control redundancy, loads databases, and reorganizes as needed.
Performs data modeling and prototyping.
Performs logical and physical data modeling, designs relational database models, and creates physical data models from logical data models.

Security, Recovery & Performance
Performs security recovery procedures.
Determines and implements database search strategies and storage requirements.
Maintains data dictionary ensuring uniformity of definitions and sets standards for use of data dictionary.
Monitors database performance and recommends efficiency improvements.
Creates test database environment for applications section, including the creation of necessary libraries and procedures.
Executes the procedures necessary to save, retrieve, and recover databases from hardware and software failures within established procedures.
Assists with determining, implementing, and enhancing standards on database security and with monitoring agency disaster recovery procedures and systems.

Database Software & Tools
Assists with the installation of database software and with analyzing, designing, and implementing databases.
Assists in benchmarking and threshold testing of databases and with establishing and controlling necessary database security.
Assists in the selection of database management software.

Knowledge & Skills
Experience in computer systems analysis or computer programming work.
Knowledge of the principles, practices, and techniques of computer programming and systems design; of computer operations, systems, and procedures; of project control and cost estimating techniques;

of computer programming languages; of data processing flowcharting techniques; of database structures and theories; and of current database technologies.

Accessibility
Has working knowledge of EIR Accessibility standards and assistive technologies.
Ensures that user interfaces for database administration and inputting, viewing, outputting data (via reports) are compliant with accessibility standards.
Provides support to users in obtaining data / information when EIR Accessibility issues arise.

Candidate Skills and Qualifications

Minimum Requirements

Candidates that do not meet or exceed the minimum stated requirements (skills/experience) will be displayed to customers but may not be chosen for this opportunity.

10 years required: Proven experience in designing, developing, and maintaining advanced MS Access databases, including the creation of normalized table structures, sophisticated queries for data extraction and manipulation, intuitive data entry forms, and comprehensive reports.

10 years required: Expert-level relational database design, normalization, ER modeling, schema refactoring, and translating Access data models into scalable SQL schemas.

10 years required: Experience with Microsoft Access, including table design, complex queries, forms, reports, and skilled in leveraging VBA for custom functionalities and workflow automation.

10 years required: Experience with migrating legacy databases into at least one major cloud SQL service (Azure SQL Database/Managed Instance, PostgreSQL, AWS RDS for SQL Server/MySQL).

8 years required: ETL tool experience with SSIS, Azure Data Factory, AWS Database Migration Service (DMS), or equivalent.

8 years required: Creating migration runbooks, data dictionaries, technical documentation, and delivering training or knowledge-transfer sessions.

8 years required: Experience with RDBMS admin/console tools such as TOAD, SSMS and/or SQL Developer.

8 years required: Configuring data integration and batch processing solutions in Azure Data Factory and/or SSIS; monitoring data ingestion processes and performance; review query plans and identify problem areas in execution plans.

8 years required: Migrating data from legacy database to new target database.

Preferred Requirements

6 years preferred: Hands-on experience with CI/CD methodology, GitHub, JIRA.

6 years preferred: Hands-on experience with data visualization/reporting tools such as Power BI, Tableau.

6 years preferred: Hands-on experience with Agile Development Methodologies.

3 years preferred: Prior experience in healthcare or Public Health.

3 years preferred: Experience implementing and using agile methodologies and best practices for one or more State of Texas Agencies.
