This is advanced technical services work involving the analysis, design, development, and implementation of diverse, enterprise-wide application systems. Responsibilities include researching and analyzing business needs, formulating and defining system scope and objectives, and designing systems and/or enhancements to existing systems capable of fully meeting business needs and objectives. The ideal candidate will understand all aspects of application and system analysis, to formulate solutions to complex business problems using automation technology and preparing system design plans and detailed specifications to facilitate the development and implementation of application systems.

Required Skills

  • Lead the Justice Initiatives business analyses for Medicaid eligibility & enrollment, and billing & claims processing to ensure compliance with federal and state requirements.
  • Collaborate with existing Medicaid eligibility & enrollment (ACES) and claims billing (MHIMS) systems, to ensure that the Justice Initiative requirements are developed in collaboration with the existing priorities, processes and procedures of existing system management teams.
  • Collaborate with external data partners including Health Info Net health information exchange and the Maine Department of Corrections system teams.
  • Provide guidance and coordination to ensure that the Justice Initiative business requirements are clearly captured, explored and finalized as part of collaborative systems design; Apply best practices to ensure successful cross-system collaboration and implementation of requirements.
  • Provide coordination and management of OMS Justice Initiative technical system plan, working collaboratively with internal and external partners to ensure implementation of requirements under the Consolidated Appropriations Act 2023 Section 5121 and the 1115 Re-Entry Waiver.
  • Provide strong collaboration to partners in the Department of Corrections to ensure successful implementation of requirements.
  • Establish and manage OMS Justice Initiatives system project governance structure in alignment with existing operational & change management procedures to provide essential cross-collaboration and management of interrelated system changes. Provide communications for stakeholders and leadership.
  • Support requirements development to implement changes to key Department information systems required in the Consolidated Appropriations Act 2023 Section 5121 and 1115 Re-entry
  • Waiver including the Automated Client Eligibility System (ACES) and the MHIMS Medicaid claims management system.
  • Studies and evaluates business problems and operations in order to produce feasibility, scope and objective, and cost benefit reports including cost and time estimates.
  • Analyzes business problems and operations in depth, considering limitations imposed by current automation environment, time requirements, personnel and financial resources, and desired results in order to develop functional requirements for a proposed system including cost and time estimates for subsequent phases.
  • Prepares documents of understanding, automation system design plans, and detailed specifications to identify system design requirements including cost and time estimates for subsequent phases and facilitate the development and implementation of automation systems.
  • Implements enterprise-wide systems in order to place system in operational status.
  • Maintains assigned systems including developing estimates, prioritizing and scheduling resources, updating documentation, and applying control techniques in order to keep systems operational.
  • Participates in reviews and walk-throughs of feasibility reports, functional requirements, system design, program specifications, coding, test plans and results, and documentation packages in order to minimize system problems and assure quality control.
  • Manages assigned projects and oversees the work of technical staff engaged in system design, development, and maintenance activities in order to provide project oversight, support, and coordination.
  • Performs special projects as assigned in order to respond to special needs or develop procedures and standards to control system development process.
