Position Overview

The Senior Solutions Architect will serve as a strategic and technically proficient contributor to the Tiger Discovery Team, responsible for driving the evaluation and evolution of enterprise systems, applications, integration landscapes. This role is instrumental in aligning solution architecture with the agency's modernization objectives, digital transformation priorities, and enterprise IT governance standards.

Operating at the intersection of business vision and technical execution, the Senior Solutions Architect will deliver actionable insights to inform future-state planning, facilitate architectural alignment, and ensure that IT investments are strategically positioned to deliver scalable, sustainable, and high-quality public services.



Key Responsibilities

  • Strategic Systems Evaluation & Architecture Alignment
    Conduct comprehensive assessments of the agency's enterprise applications and integration ecosystems to determine the extent to which current and proposed solutions support scalability, modernization, and mission-critical service delivery.
  • Modernization & Interoperability Advisory
    Identify architectural inefficiencies, redundancies, and gaps across legacy and modern platforms. Recommend targeted improvements that promote system interoperability, technical maintainability, and conformance with centralized IT (DoIT) standards and enterprise architecture frameworks.
  • Solution Planning for Future-State Readiness
    Collaborate with technical leads and business stakeholders to evaluate and define solution strategies that anticipate future operational requirements, enabling digital transformation while ensuring long-term operational resilience.
  • Architectural Input to Strategic IT Roadmaps
    Contribute to the formulation of enterprise IT roadmaps by embedding solution architecture considerations into planning, prioritization, and investment decisions. Ensure architectural alignment with enterprise goals, governance structures, and transformation initiatives.
  • Executive-Level Communication & Strategic Guidance
    Synthesize complex technical findings into executive-ready guidance, facilitating informed decision-making on IT governance, compliance, and modernization efforts. Serve as a trusted advisor to senior leadership and IT governance bodies.



Qualifications and Experience

  • Minimum of 8 10 years of progressive experience in solution architecture, enterprise systems assessment, and strategic IT planning within complex multi-platform environments.
  • Demonstrated expertise in evaluating application portfolios, legacy modernization, and enterprise integration patterns across cloud, hybrid, and on-premise environments.
  • Strong background in architectural frameworks (e.g., TOGAF), service-oriented architecture (SOA), microservices, and modern platform interoperability standards.
  • Deep understanding of IT governance, digital transformation strategy, and the lifecycle management of enterprise-grade systems.
  • Proven ability to collaborate with diverse stakeholder groups, including business leaders, enterprise architects, and IT operations teams, to ensure architectural decisions are aligned with organizational goals.
  • Superior communication and analytical skills, with the ability to translate technical concepts into clear, concise, and actionable insights for both technical and non-technical audiences.



Preferred Qualifications

  • Experience supporting public sector agencies, particularly at the state or local government level, with emphasis on policy-driven IT service delivery and modernization initiatives.
  • Familiarity with DoIT policies, enterprise IT standards, and regulatory compliance frameworks such as NIST, FedRAMP, or similar.
  • Knowledge of Agile, SAFe, or hybrid delivery methodologies in strategic or non-development contexts.

Robust expertise in database systems, including advanced proficiency in SQL, data modeling, and data integration across enterprise environments.

Experience with relational database platforms such as SQL Server and cloud-native databases like AWS RDS or equivalent cloud solutions.

Knowledge of ORM (Object-Relational Mapping) frameworks and scalable data architectures, supporting maintainable, high-performance application design.

Excellent verbal and written communication skills, with demonstrated ability to convey complex technical concepts to executive, business, and technical stakeholders.

Experience or familiarity with business domains such as grant management, licensing workflows, and subsidy program processes is highly desirable, particularly within regulatory or public-sector settings.
