Summary:
Hui Huliau Technology Services is seeking a Senior Program Analyst to join our team. This role will provide critical support to enterprise data integration and site conversion activities, with a focus on managing, improving, and supporting cutover data extracts and associated applications. The ideal candidate will possess deep expertise in extract logic, data workflows, and clinical data verification, and play a key role in ensuring the success of VA Electronic Health Record (EHR) site conversions. This position requires U.S. citizenship, U.S. residency, and the ability to obtain and maintain a Public Trust clearance.

Summary:
Hui Huliau Technology Services is seeking a Senior Program Analyst to join our team. This role will provide critical support to enterprise data integration and site conversion activities, with a focus on managing, improving, and supporting cutover data extracts and associated applications. The ideal candidate will possess deep expertise in extract logic, data workflows, and clinical data verification, and play a key role in ensuring the success of VA Electronic Health Record (EHR) site conversions. This position requires U.S. citizenship, U.S. residency, and the ability to obtain and maintain a Public Trust clearance.
Principal Duties and Responsibilities:
- Serve as a subject matter expert on VA cutover extract processes, including ongoing refinement and enhancement of extraction logic and methodology.
- Maintain and evolve extract routines used to transfer clinical data (appointments, medications, lab orders, consults, etc.) during site conversion activities.
- Provide hands-on support during pre-go-live, go-live, and post-go-live phases to ensure data completeness and accuracy for newly onboarded VA medical centers.
- Support and maintain DAWA and other associated tools used in the cutover extract and data validation lifecycle.
- Analyze data discrepancies between legacy and new EHR systems, and coordinate remediation activities with technical teams.
- Create and update extract runbooks, site tracking sheets, validation documentation, and support logs for internal and external stakeholders.
- Collaborate closely with data engineers, clinical SMEs, and government stakeholders to ensure extract integrity, timeliness, and compliance.
- Monitor conversion readiness indicators and help drive decision-making on extract go/no-go milestones.
- Document lessons learned and contribute to continuous process improvement of the conversion and extract process.
Experience and Education Requirements:
- Bachelor's degree in Information Technology, Health Informatics, Business, or a related field. Ten (10) years of additional relevant work experience may be substituted for education requirement.
- 8+ years of experience supporting large-scale federal programs, with a focus on data migration, system implementation, or healthcare IT.
- Demonstrated experience creating, executing, and supporting data extracts in complex healthcare environments.
- Strong understanding of healthcare data domains (e.g., appointments, medications, labs, consults) and how they relate to EHR implementations.
- Familiarity with tools such as DAWA and ability to support ongoing functionality and user interactions. Ability to lead and support activities across remote, multi-disciplinary teams under high-pressure timelines.
- Excellent written and verbal communication skills, with experience presenting data quality findings and progress updates to senior stakeholders.
- U.S. citizenship and ability to obtain and maintain a Public Trust clearance
- Able to travel, as needed.
Preferred Qualifications:
- Prior experience supporting EHR go-lives at VA or other federal healthcare agencies.
- Working knowledge of the VX130 platform and associated data flows.
- Familiarity with SQL, Power BI, and Excel-based tools for analysis and tracking.
- Experience supporting data verification in mirrored IRIS or HealthShare environments.
- Certifications such as PMI-PBA, SAFe Scrum Master, or equivalent management task execution.
Physical Environment
- Predominantly Sedentary work. Work is performed in an office or home office environment and requires the ability to operate standard office equipment and keyboards. Requires the ability to walk short distances.
