Role Overview

The North Carolina DHHS is seeking a Technical Specialist / Project Facilitator to act as a bridge between technical teams, business stakeholders, and project management leadership. This role will involve technical analysis, project coordination, stakeholder engagement, and quality assurance to support IT and clinical/business initiatives.

The ideal candidate will bring experience in Health IT, Epic implementations, and project facilitation, with the ability to communicate effectively across both technical and non-technical teams.


Key Responsibilities

Technical Analysis & Support

  • Analyze technical requirements, workflows, and integration points across clinical and business applications.

  • Assist with solution design, testing, and validation of application functionality.

  • Translate technical concepts into business-friendly documentation and presentations.

  • Support troubleshooting efforts and escalate issues as needed.

Project Facilitation & Coordination

  • Coordinate tasks, deliverables, and timelines with IT, clinical, and business teams.

  • Maintain project documentation (charters, risk logs, meeting minutes, status reports).

  • Track dependencies and escalate risks or delays to leadership.

  • Facilitate communication across stakeholders, vendors, and internal teams.

Stakeholder Engagement

  • Gather and validate requirements from clinical, administrative, and IT stakeholders.

  • Lead project meetings, workgroups, and regular status updates.

  • Ensure project alignment with DSOHF priorities and regulatory requirements.

Quality Assurance & Compliance

  • Assist in test plan development and execution for new systems and enhancements.

  • Ensure compliance with HIPAA, state IT security policies, and organizational processes.

  • Support post-go-live validation and monitoring of technical solutions.

Continuous Improvement

  • Recommend process improvements for IT project delivery efficiency.

  • Contribute to organizational knowledge base and documentation standards.


Required & Desired Skills

  • Epic implementation or operations support Highly desired, 2 years

  • Health IT experience Highly desired, 2 years

  • Application development & system integration knowledge Nice to have, 2 years

  • Project management (timelines, financials, resources) Highly desired, 2 years

  • Experience in development lifecycle (specifications, workflow analysis, diagrams, data modeling, documentation, QA) Highly desired, 2 years
