This position has a hybrid work schedule requiring three days/week working at our DOA Paragon office at 6800 Paragon Place, 3rd Floor, Richmond, VA 23230.All interviews will be done in-person. Virtual interviews and full-time remote work are not an option.

The Applications and Technology team at the Department of Accounts (DOA), in partnership with the Cardinal Enterprise Application Office, is seeking an experienced IT professional to serve as the Assistant Director of Cardinal Technology.

Job Duties

This position serves as the Assistant Director of Cardinal Technology and will manage the architects, database administrators, systems administrators, and personnel providing technical end user support to the Cardinal team, the Commonwealth's enterprise resource system for Financials (FIN) and Human Capital Management (HCM). This position will have ownership over security implementation and compliance for all areas falling under the Cardinal Technology team.

The incumbent will evaluate solutions and create recommendations that fit the agency's mission, budget, and staffing levels. This position will create milestones and project plans. The incumbent will regularly brief agency and IT leadership. The position ensures the continuous progress of long-term goals while satisfying daily operational requirements. This position will directly supervise state employees, manage contingent labor in collaboration with the Cardinal Enterprise Application Office Director, and collaborate with DOA's Post Production Support provider for Cardinal. Performance management duties include annual evaluations, coaching, discipline in collaboration with the CIO, leave approvals, and recruitment.

This position will manage daily activities of their teams, create procedures, implement industry best practices, create training plans, manage agency IT assets, review the monthly VITA bill, collaborate with the ISO, take ownership of Cardinal Tech Team audit responses in collaboration with the Cardinal Director, find opportunities for automation, and provide exceptional customer service. The individual will recommend and deliver solutions and improvements to agency technical architecture to enhance performance, integrity, and availability.

The position will serve as the CIO's backup to cover responsibilities including, but not limited to, approving internal changes and deployment requests, approving VITA change and service requests, and attending agency leadership meetings.

Minimum Qualifications

Experience with the Software Development Lifecycle, web technologies, Oracle Database, Linux Server, Windows Server, Web Application Firewalls, PeopleSoft, Okta, and vulnerability remediation.
Experience managing architects, systems administrators, systems engineers, database administrator.
Experience with industry best practices for database development, version control, and operations.
Ability to review technologies, evaluate their technical merits, and clearly communicate their fit for Cardinal and the agency.
Ability to provide exceptional customer service, balance important long-term initiatives with short-term priorities, and communicate effectively with agency analysts, agency leadership, VITA, and vendors.

Additional Considerations

Experience managing end user support personnel preferred.
Experience with server, storage, and networking technologies preferred.
Experience performing the listed duties or similar duties for a state government entity is preferred.
May be required to perform other duties as assigned and may work after hours on occasion to support business unit demands.
